All Proposals must include a guaranteed installation and work completion time of two weeks for non-emergency work and 48 hour s for emergency work (18 hours if it is a life-threatening situation). All Proposals will be held firm for the time period of October 1, 2021 to September 30, 2022 as funding is available. All Proposals must be submitted on the Bid Sheets included with the Instruction to Bidders. Northumberland County reserves the right to reject any or all proposals or parts thereof and to waive technicalities as it deems best in the interest of the County of Northumberland. Proposals may be held by the County of Northumberland for a period not to exceed sixty (60) days from the date of opening of proposals for the purpose of reviewing the proposals and investigating the qualifications of the Bidders, prior to awarding of the contract at a Commissioner's public meeting. Services include all necessary labor, materials, and other services for the proper installation of furnaces and/or retrofits as stipulated by the Weatherization Department. Locations will vary throughout Northumberland County as clients are approved. The contracting period will run until approximately September of 2022 or as funding permits. These projects will be funded by the DOE, LIHEAP CRISIS, LIHEAP STANDARD Clean & Tune, and LI- HEAP Standard funding programs as provided to the County by the State Department of Community and Economic Development. Clients will be interviewed and approved by the Weatherization Department. Once approved, work will be directed to the vendor(s) by the Weatherization Department.
