The Scope of Work is anticipated to include design-bid-build (DBB) construction services to provide roughly 5,500 feet of stream bank protection and stabilization of the existing levee, to protect critical infrastructure against the effects of erosion during large flood events. Multiple concurrent efforts w ill be required to complete w ork defined w ith associated major w ork items defined in their periods of performance. Per DFARS 236.204(ii) the estimated magnitude for this requirement is betw een $25M and $100M. This solicitation w ill use PSC Code Y1LC - Construction of Tunnels and Subsurface Structures and NAICS code 237990 - Other Heavy and Civil Engineering Construction. This w ill be an unrestricted solicitation using a Pre-Qualified Sources List (PSL). A Subcontracting Plan w ill be required if the apparent low offeror is a large business. WBE: 6.7% The work includes roughly 5,500 feet of stream bank protection and stabilization of the existing Lower American River (LAR) levee system to protect critical infrastructure against the effects of erosion during large flood events. The work involves, but is not limited to: clearing, grubbing, and stripping within the construction limits and areas designated in the Drawings and by the Contracting Officer; protecting-in-place vegetation, existing facilities, and structures not scheduled for removal; earthwork, including import of earthen and rock materials, construction of stone protection structures shown on the Drawings, installation of planting benches, instream wood structures and live cuttings; grass seeding and erosion control; maintenance of seeding to meet performance requirements through the Establishment Period as defined in these Specifications; replacement of existing infrastructure disturbed or relocated by construction, and all incidental related work. The work is located on the LAR within the American River Parkway in Sacramento, California. Site 2-1 is located along the left (west) bank of the LAR. The site extends from roughly Glenn Hall Park in the upstream direction to roughly 1,000 feet upstream the H Street Bridge. The site location is shown on the Drawings. The Corps of Engineers highly encourages all bidders/offerors to meet the recommended subcontracting goals
