Site work and paving for a mixed-use development in Greenville, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The Project includes the following Work: Group 1 Waterline Projects (Plum Street, Clinton Street, East Avenue, Union Street, Ridge Avenue, Low Street) - Includes but is not limited to the installation of water main, tapping sleeve installation, fire hydrant installation and removal, service line replacements, gate valve installation and abandonment, temporary water service connections, abandoning existing water mains, erosion and sediment controls, curb restoration, and surface restoration in and along Borough and State roadways. For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Attention is called to the fact that Davis Bacon wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall comply with the requirements for the purchase of American Iron and Steel (AIS) in accordance with the provisions of the Federal Consolidated Appropriations Act, January 17, 2014, P.L. 113, No. 76, 436. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. The Owner hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date. Requests for clarification are due Wednesday, September 22, 2021 4:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. Waterline Replacement Project o Engineer's Estimate = $2,123,000 o Plum Street and Low Street - Approximately 1,000 linear feet of 8-inch C909 PVC water main and 800 linear feet of 6-inch C909 water main. o Clinton Street - Approximately 1,020 linear feet of 8-inch C909 PVC water main and 280 linear feet of 6-inch C909 PVC water main. o East Street - Approximately 1,080 linear feet of 6-inch C909 PVC water main. o Ridge Avenue and Union Street - Approximately 2,100 linear feet of 8-inch C909 PVC water main
