Any certified DBE'S proposed by the contractor must be fully utilized with adequate documentation provided by the selected contractor to satisfy federal and PennDOT requirements. A DBE goal of 2.23% has been established for only the General Construction contract. Federal Prevailing Wage Rates are required for this project.
