Site work and paving for a civil project in Carthage, Tennessee. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

As of October 11, 2021, the project has not yet been awarded. A timeline for award not yet been established. The project will include the following described construction: The furnishing, installing, and testing of 985 linear feet of 6 C900 PVC water main installed by open cut method including all fittings (restrained), valves (restrained), water services reconnections, 6 water main connections, unclassified excavation, backfill, tie-ins, working in close proximity with other utilities, property restoration, pavement restoration, flushing, construction taps, testing, and all other appurtenances and other work as shown on the construction drawings or indicated in the Contract specifications. All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are encouraged to contact Ms. Marilyn Robinson at the Nashville Minority Business Center office listed above; the office of the Engineer, Water Management Services, LLC; 2 International Plaza, Suite 401; Nashville, Tennessee 37217 (telephone: 615/366-6088), in order to obtain a list of prospective bidding General Contractors or to obtain copies of bidding/contract documents. Sealed envelopes containing proposals shall be marked Proposal for the Town of Carthage, Tennessee, Futrell Alley Water Main Replacement, Bidders must be licensed by the State of Tennessee to perform the work required. The envelope containing the bid shall be marked to show the bidders name, Tennessee Contractors license number, expiration date, and the part of the classification applying to the bid, otherwise the bid will not be opened. No Proposal will be considered unless it is made on the proposal form which is included in the Contract Documents. The Proposal must not be removed from the Contract Documents with which it has been bound by the Town of Carthage, Tennessee. This Proposal must be addressed as indicated in the previous paragraph. It shall be the Bidders responsibility that the envelope be properly addressed to ensure that the Proposal is received on or before the appropriate time. Official (numbered) Any contract awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Programs Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. This project is being funded by a State Revolving Fund loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. American iron and steel shall be used in this project as required by H.R. 3547, Consolidated Appropriations Act, 2014 enacted on January 17, 2014. No bid shall be withdrawn after the opening of the proposals without the consent of the Town of Carthage for a period of ninety (90) days after the scheduled time of the closing of bids. The successful bidder shall be required to fully complete all work in accordance with the terms and conditions of the Contract Documents within 150 consecutive calendar days from and including the date to start work established in a written order from and including the date to start work established in a written order from Town of Carthage. Town of Carthage reserves the right to reject any proposal for failure to comply with all requirements of the notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. Town of Carthage further reserves the right to reject all proposals.
