Reference number : 1587856 Deadline for receipt of complaints: 2022-04-13 Submission sent electronically accepted: No Extension of Boulevard Hector-papin and Implementation of Municipal Infrastructures for the Agtech Zone The City of L'Assomption is requesting tenders for the extension of Hector-Papin Boulevard and the installation of municipal infrastructures for the Agtech zone. Without being limited thereto, the work consists of: o The installation of signage for obstacles and detour routes o The removal of signage and the reinstallation as well as the addition of signage at the end of the work o The protection environment o Water management, including installation of sediment barriers o Site safety o Site protection, including occasional clearing o Spraying, leveling and removal of paving o Demolition of curbs , sidewalks and concrete slabs o Disposal of excess excavation o Excavation of the existing roadway o Installation of water service connections, fire hydrants, anchors and accessories o Installation of a discharge pipe by excavation and by drilling (under the bed of the river); o Installation of sanitary sewer pipes, service connections and manholes o Installation of a pumping station (multidisciplinary) o Installation of storm pipes, service connections, manholes and catch basins o Demolition of culverts o Stormwater management, including the retention and control of suspended solids (SS) o The development of a new stormwater outfall o The shaping of the road foundation o The construction of curbs, o The leveling of the existing paving at the connection joints to the existing, including the disposal of leveling residues o The cleaning of the leveled surfaces and the laying of a bonding binder o The laying of the bituminous coatings o The marking of the roadway o Decommissioning/removal of existing sewer pipes o Cleaning and testing of pipes and structures o Commissioning of equipment o Street lighting o Installation of traffic lights o Installation and rehabilitation of grassy, seeded and pebble bed surfaces o Restoration of the premises. The work also includes all related work necessary to complete the work according to the plans and specifications. Only contractors having an establishment in Quebec or, when an intergovernmental agreement is applicable, in a province covered by this agreement and holding, where applicable, an appropriate construction contractor's license issued by the Regie du Quebec building. For any information, the tenderer must communicate, in writing only, with Andre Boisvert, head of the supply division of the City of L'Assomption, by email at the address appeldoffres@ville.lassomption.qc.ca, and this, at least seven (7) days prior to the opening of bids to allow a Project Authority to respond to all inquiries prior to the opening of bids. All requests received after this deadline may not be considered. Responses will be communicated in writing to all bidders. When a response has the effect of modifying the requirements of the estimate, this response must be presented in the form of an addendum. REQUIREMENTS Each tender must be accompanied by a tender bond issued in favor of the City of L'Assomption in the amount equivalent to ten percent (10%) of the total tender, including taxes. The security that must accompany the tender in accordance with the requirements of the call for tenders and the tender form must be provided in one of the following forms: o a bid bond, issued by an insurance company authorized by the Inspector General of Financial Institutions or a banking institution, in accordance with form 1809-900/H of the guarantee and insurance document. The bond must be valid for a period of one hundred and twenty (120) days following the date of opening of tenders, or o a certified check, made out to the order of the contracting authority and drawn on an account registered in a banking institution or a Desjardins caisse doing business in Quebec. In addition, this bid bond must be accompanied by: o a letter of undertaking issued by an insurance company or a banking institution, according to form 1809-900/H of the same document, stipulating that a performance bond will be granted to the tenderer if he becomes the successful bidder equivalent to fifty percent (50%) of the amount of the contract (including taxes), as well as a guarantee of payment of wages, materials and labor equivalent to fifty percent (50%) of the amount of the contract (including tax); o the Integrity Certification form (bidder's declaration); o the company resolution or authorization to sign the tender; o a copy of the contractor's license (Regie du batiment du Quebec) in the appropriate category or categories; o a copy of the authorization to contract with public bodies issued by the Autorite des marches publics (AMP), if the bid exceeds $5,000,000; o a copy of the Attestation de Revenu Quebec issued by Revenu Quebec or of the No Establishment in Quebec form; o the List of subcontractors form; o a work schedule; o CNESST compliance validation; o the acknowledgment of receipt of the addenda issued, if applicable; any other document required in the tender documents not listed above. Failure to complete the Integrity Certification (Bidder's Declaration) form will automatically result in the rejection of the bid.
