Site work and new construction of a transportation facility in Clearfield, Utah. Working plans call for the construction of a transportation facility; and for site work for a transportation facility.

The owner has determined a prequalified list of construction managers. The City is currently evaluating the responses and no selection has ben made yet. Clearfield City ("City") is seeking Proposals from qualified and experienced consulting engineering/ construction management firms ("consultant") to provide construction management services for the Clearfield Station Transit-Oriented Development Construction project. The City intends to compare and evaluate all eligible submittals and select the most qualified firm(s) or team(s) as outlined in subsection C.6 Evaluation Criteria of this request. This is a Request for Proposals (RFP) only and should not be interpreted as a solicitation for services or as a contract for services. Submittals should be comprehensive, concise, and directly responsive to the goals and format as outlined in this RFP. BONDS: The City reserves the right to require a bid bond, a payment bond and/or a faithful performance bond from the vendor in an amount not to exceed the amount of the contract. Project Schedule: Currently, the project is being advertised for a contractor on Sciquest. We anticipate bids opening on September 21, 2021. We anticipate that work will begin in October of this year (2021); however, work will be required to be complete by November 1, 2023. The successful bidding contractor will develop a schedule that starts in October 2021. The project is located at the present UTA Frontrunner Station on Highway 126 in Clearfield City. There will be two offsite utility improvements (water and sewer) and 3 UDOT intersection alterations/additions. The existing Depot Street south of SR 193 will extend parallel along the Frontrunner railway and turn to connect to 1450 South across SR-126. The total area of the project is approximately 60 acres. Question Submission Close Date 9/22/2021 2:00 PM MDT As part of a Master Development Agreement among Clearfield City, the Utah Transit Authority ("Owner"), Hamilton Partners and Stack Real Estate ("Developers"), the city is responsible to oversee the design and construction of the "horizontal infrastructure" necessary to create a 50+ acre commercial/residential development at the Clearfield Frontrunner Station on SR-126. There will be two offsite utility improvements (water and sewer) and 3 UDOT intersection alterations/additions. The existing Depot Street south of SR 193 will extend parallel along the Frontrunner railway and turn to connect to 1450 South across SR-126.This project was designed by CRS Engineers (Engineer), and consultation with CRS may be necessary over the course of the project. The Engineer's Opinion of Probable Cost of the Project is $10.8 million. Construction of this project includes: Site clearing and demolition; City-owned utilities including water, sewer, and storm sewer; curb, gutter, sidewalk, and asphalt bike paths; roadway subbase and paving; streetside, median, plaza, and public park landscaping along with the irrigation necessary. The project will likely be divided into two phases to complete the work on property already acquired with the next phase taking place where property and easement acquisition have been completed. A copy of the 100% plans will be available on SciQuest for informational only purposes. Project Schedule: Currently, the project is being advertised for a contractor on Sciquest. The total area of the project is approximately 60 acres. 3. General Scope The Consultant shall provide a full complement of professional services to perform construction management services. These services shall include, but not necessarily be limited to, the tasks outlined below: A. Provide qualified Project Manager and associated personnel (currently employed by your firm or subcontracted) to perform the construction management services. B. Review and become familiar with project requirements, including plans, APWA, and City standards. C. Provide constructability review. D. Provide material testing according to project specifications. E. Coordinate and conduct pre-construction and weekly construction meetings. F. Provide interpretations of plans and specifications to contractor (consult with CRS as necessary). Prepare change orders, work change directives, etc. as necessary. G. Provide full time, on-site Resident Project Representative. Attachment A contains the duties assigned to RPR. H. Conduct site visits (PM or PE) to assess progress of project. I. Disseminate project information to stakeholders and general public as necessary. J. Provide the following at project completion: 1) Substantial completion inspection and punchlist 2) Final completion inspection 3) Reconciliation change order 4) Recommendation for final payment 5) Record drawings (electronic and hard copy)
