Installation of fiber optic communications and conduit infrastructure along SH 26 from SH 114 to SH 121, integrating all traffic signal cabinets along the corridor to the Grapevine's existing ITS. The fiber backbone and conduit system will also extend north along FM 2499 where the fiber will head east on Grapevine Mills Blvd to SH 121 in an existing conduit. A fiber backbone will also run along Bass Pro Drive from SH 26 to SH 121 in existing conduit. The major components of the ITS system consist of installation of fiber optic cabling and termination equipment, network switch installation, and construction of ITS HDPE conduit and ITS ground boxes. Immediately following the time for receipt of bids, the proposals will be publicly opened and read aloud in the first floor conference room of the Grapevine City Hall, as addressed above. Any bid received after the above time and date will be returned unopened. To be accepted, a bid must be accompanied by a bid security instrument payable to the City of Grapevine, Texas, in an amount not less than five (5%) percent of the total base bid, in the form of either (a) a cashier's check or certified check on a Texas bank or thrift with FDIC insurance or (b) an acceptable bidder's bond with a surety authorized to operate in the State of Texas. Performance and Payment Bonds will be required. In case of ambiguity or lack of clearness in stating bid/proposal prices, the City of Grapevine reserves the right to adopt the most advantageous construction thereof, to reject any or all bids, and to waive formalities. No bid may be withdrawn within ninety (90) days after the date on which bids are opened.
