A timeline for award has not yet been established.** Dare County and Oakley Collier Architects, solicits your interest in providing Qualifications for Pre-Construction Services and Construction services of the project including all site work, infrastructure and building/remolding for eight (8) Emergency Medical Service (EMS) stations located in Dare County. Dare County reserves the right to reject any and all qualifications in accordance with North Carolina General Statutes. PROJECT DESCRIPTION: Dare County plans to construct and/or remodel Eight (8) Emergency Medical Service (EMS) stations within Dare County. Several are located within municipalities located within Dare County. In this instance Dare County may be partnering with the local municipalities to address some of their first responder needs. In this instance the RFQ will note the partnering municipalities. However, this will be a Dare County project and the selected Construction Manager will only be partnering with Dare County as the Owner and Oakley Collier Architects as the architect of record. The aggregate construction square footage will be 100,975. Of which, 90,337 square feet will be new construction and 10,638 square feet will be remolding. Dare County will utilize the Construction Manager at Risk delivery method with a negotiated Guaranteed Maximum Price (GMP) not to exceed cost for the project. The construction and renovations will be done in a phased method with work being done at three (3) stations simultaneously as determined by Dare County (Owner), Oakley Collier Architects, and the Construction Manager. Dare County will enter into multiple GMP's, with a GMP for each phase of the project. The scope of each phase will be determined by the architect, the County, and the selected Construction Management firm. The County will be financing the projects through a private placement construction loan which will be taken out by permanent bonds in 2024. EMS Station #1 - Located at 1630 North Croatan Hwy, Kill Devil Hills, NC 27948. Dare County will be partnering with the Town of Kill Devil Hills to address their Fire Department's needs. Station #1 will consist of the demolition of the existing building which is approximately 10,000 square feet. The new station will be approximately 30,889 square feet of new construction. EMS Station #2 - Located at 515 Bowsertown Road, Manteo, NC 27954. Station #2 will consist of approximately 5,319 square feet of building renovation, 750 square feet of new construction, as well as 16 additional parking spots. EMS Station #3 - Located at 50346 Highway 12, Frisco, NC 27936. Station #3 will consist of approximately 5,319 square feet of building renovation, 750 square feet of new construction, as well as 6 additional parking spots. EMS Station #4 - Located at 28 East Dogwood Trail, Southern Shores, NC 27949. Dare County will be partnering with the Town of Southern Shores to address their Volunteer Fire Department's needs. Station #4 will consist of the demolition of the existing building which is approximately 10,000 square feet. The new station will be approximately 8,809 square feet of new construction. EMS Station #5 - Nags Head - TBD EMS Station #6 - Located at 24297, Rodanthe, NC 279628. Single EMS. New construction 8,670 SF. Dare County will be constructing a new EMS station that may accommodate future expansion by the Chicamacomico Volunteer Fire Department. EMS Station #7 - This site is the Dare MedFlight operations and crew quarters. The operations is located at 1078 Driftwood Drive, Manteo, NC 27954. The crew quarters is located at 1025 Driftwood Drive, Manteo, NC 27954. Station #7 will consist of the demolition of the existing building which is approximately 5,000 square feet. The new station will be approximately 14,320 square feet of new construction, as well as 20 additional parking spots. The exact location for this facility is a yet to be determined site at the Dare County Regional Airport. EMS Station #8 - Located at 6677 Highway 64/264, Manns Harbor, NC 27953. Station #8 will consist of the demolition of the existing building which is approximately 4,300 square feet. The new station will be approximately 8,809 square feet of new construction. There will also be an extension to the existing Volunteer Fire Department apparatus bays (2). Should a Firm have questions about the project, they shall at once notify Oakley Collier Architects, who shall send written response to all Firms. Oakley Collier Architects will not be responsible for oral responses. Questions received after May 17th, 2022 will not be answered. RFQ Award - June 20th, 2022 Questions Due Date - May 17th, 2022 Dare County and Oakley Collier Architects reserve the right to: 1. Withdraw the RFQ at any time prior to the execution of an Agreement. 2. Decide not to sign an Agreement with any Firm. 3. Reject any and all information and/or proposals and to waive any informality in proposals. 4. Request in writing, clarification of additional information concerning proposals. 5. Accept any proposal. 6. Reject a proposal that does not conform to specified format or requirements of the RFQ.
