BONDS: Required as stated in Block 12. Payment and Performance bonds in the amount of 100% of contract award amount. NAICS CODE: 237310, Highway, Street, and Bridge Construction with a small business size standard of $39.5M. MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $2,000,000. DURATION: The contract performance period is start within 10 days of the NTP and complete by June 30, 2022. SITE VISIT: See FAR 52.236-27 for additional information. WAGE RATES: Davis Bacon wage rates apply and are included as part of this solicitation package. Please access http://www.sam.gov to update your records prior to submitting final offer. INSTRUCTIONS FOR SUBMITTING OFFER: Refer to Section L and M. The contractor agrees that they will follow the specifications provided. Offer may be provided electronically or direct to contracting office. A detailed breakdown of the offeror's proposal price (e.g., labor, materials, profit, overhead, and other pricing elements) may be requested by the Contracting Officer during the evaluation and pre-award process to support a fair market value award. The contractor is encouraged to be proactive and prepare details for submission when preparing lump sum offer information. QUESTIONS: Any questions regarding this solicitation shall be submitted in writing to Molly Lynam, Contract Specialist, at molly_lynam@nps.gov no later than seven (7) business days prior to the offer due date. The project site is located 6 miles northwest of the Moran entrance station along the Snake River just below the Jackson Lake Dam. The basic requirements of this construction include the following scope items: o Demolition of guard rail and adjacent asphalt. o Excavation and Grading o Tree Removal Site preparation o Landscape preparation (soil ripping and topsoil spreading) and reclamation of user created hiking trails o Installation of a poured in place concrete boat ramp o Asphalt Paving and striping for vehicular access road and parking areas o Installation of decorative concrete paving and concrete curbing o Installation of site appurtenances including signage, exhibit footings, fencing, bike racks, picnic tables, and benches o Rip Rap and boulder placement o Slope Stabilization o Assistance to 3rd party masonry contractor to include heavy equipment and operator that will include transportation, placement, and disposal of boulders and palletized stone MBE (7.5%), WBE (6.9%), SBE (100%) Period of Performance: 04/18/2022 to 06/30/2023 as per addendum 1 *The value for this project is based on a financial range.
