GRTE Signal Mountain Water Wastewater System Rehab PROJECT DESCRIPTION: Grand Teton National Park (GRTE), Signal Mountain Water Wastewater System Rehab and Construction of improvements to the Signal Mountain Lagoon B98 Headworks Building SET-ASIDE TYPE: This procurement is being solicited as a total Women-Owned Small Business (WOSB) Program Set-Aside. REMINDER - Pursuant to FAR 52.219-30, offers are solicited only from certified WOSB concerns eligible under the WOSB Program or WOSB concerns with a pending application for certification status in the Dynamic Small Business Search (DSBS). NAICS CODE: 237110 - small business size standard of $39.5M. MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $3,000,000. DURATION: The contract performance period is start within 10 days of the NTP and complete within 365 days. SYSTEM FOR AWARD MANAGEMENT (SAM): The successful offeror must be registered in SAM and have current online Representations and Certifications. Please access http://www.sam.gov to update your records prior to submitting final offer. INSTRUCTIONS FOR SUBMITTING OFFER: Refer to Section L and M. The contractor agrees that they will follow the specifications provided. Offer shall be submitted via email. A detailed breakdown of the offeror's proposal price (e.g., labor, materials, profit, overhead, and other pricing elements) may be requested by the Contracting Officer during the evaluation and pre-award process to support a fair market value award. The contractor is encouraged to be proactive and prepare details for submission when preparing lump sum offer information. QUESTIONS: Any questions regarding this solicitation shall be submitted in writing to Molly Lynam, Contract Specialist, at molly_lynam@nps.gov no later than seven (7) business days prior to the offer due date. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Period of Performance: 08/01/2023 to 12/31/2024 Project description: 1. Replacing the force main near the Wastewater Treatment Plant (WWTP) to address freezing issues. 2. Replacement of an existing septage receiving structure. 3. Installation of a new mechanical fine screen housed in a new metal headworks building, including the installation of a new Parshall flume. 4. Replacement of existing surface aerators in all lagoon cells, including anchoring improvements, and supplying a floating barge. 5. Replacement of the Cell #3 outlet structure. 6. Demolition of existing blowers housed in a building which is to be converted to a dedicated electrical/controls building. 7. Installation of required yard piping improvements along with site improvements. 8. Completion of each item includes all materials, labor, reclamation, transportation, material processing plants, equipment, royalties, warranties, O&M manuals, and incidentals necessary to complete the Work as described in the construction drawings and these specifications. 9. Contractor is responsible to obtain and pay for all permits and fees from the state and local authorities, including utility and construction permits, fees, and inspections, contractor is responsible to include in the bid amount any costs associated with work by Utility Companies. MBE (4.0%), WBE (6.9%)
