Bids are invited for work as follows: 1. A Bid Schedule A to furnish and install approximately 1,695 LF of 8-inch PVC sewer lines, manholes, service reconnections, pavement repair, and all associated appurtenances. 2. A Bid Schedule B to furnish and install approximately 1,065 LF of 8-inch PVC sewer lines, manholes, service reconnections, pavement repair, and all associated appurtenances. 3. A Bid Schedule C to furnish and install approximately 200 LF of 8-inch PVC sewer lines, manholes, service reconnections, pavement repair, and all associated appurtenances. 4. A Bid Schedule D to furnish and install approximately 245 LF of 8-inch PVC sewer lines, manholes, service reconnections, pavement repair, bores, and all associated appurtenances. 5. A Bid Schedule E to furnish and install new guide rails for the City’s main lift station and associated appurtenances. ESTIMATED COST: $250,000 (Base Bid) The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required. All contractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. The City Council may award the bid that presents the best value for the City pursuant to Gov’t Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council may consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor’s services; (4) financial resources of the City; and (5) the contractor’s past relationship with the City.
