Renovation of a detention facility in Lexington, Kentucky. Completed plans call for the renovation of a detention facility.
The Contractor shall provide all of the materials and perform all the work described in the Specifications and/or shown on the Drawings. The project consists of three facilities located in three different and independently controlled sites from each other. The project will be bid as a single contract. The following three facilities are involved: (1) Fayette County JDC, 3475 Spurr Road, Lexington; (2) Boyd County JDC, 2420 Roberts Drive, Ashland; (3) Campbell County JDC, 590 Columbia Street Newport. At each facility the Security Control Board shall be replaced with a new mouse based system with a 32" display or 42" display monitor and a push to talk desk top microphone. Attic stock of materials shall be provided to each of the three facilities. The system will comply with all manufacturers' requirements and shall report all events and digitally store them on the CPU's internal hard drive, which will be fed from a local UPS Battery Backup with 30 minutes at 100% load. A redundant backup CPU shall be provided and stored on site with all necessary hardware and software. The Security Control Board is a critically important system and the contractor who wins the bid must provide 24-hour emergency response and be on-site with qualified personnel within 2 hours of an emergency call. The contractor will replace all Head End Equipment, reuse all wiring and reuse all field devices such as existing Door Locks, Door Switches, Speakers, Call In Stations, Cell Lights, Cell Receptacles and connect them into the new Security Control Board. All existing functions shall be maintained, programmed and connected by the new Security Control Board. Clarify that the work is to be conducted in a fully occupied, juvenile corrections facility, and will remain fully occupied during the entire contract period. Downtime of the Security Control Board System is to be kept to an absolute minimum. In no case shall the Security Control Board be down for more than a 12-hour maximum downtime period after the New Security Control Board system is brought online. The contractor shall provide all labor, planning, materials, and work to meet this expectation. Work to be performed within the facility is to be coordinated with the Owner's Representative (Superintendent or Maintenance Supervisor) on a daily basis. All bids shall be accompanied by a bid guarantee (in the form of a bid bond or certified check) of not less than five (5%) percent of the amount of the lump sum base bid. A 100% Performance Bond and a separate 100% Payment Bond shall be furnished by the successful bidder. All bonding and insurance requirements are contained in the Instructions to Bidders and/or General Conditions. Bonds should be executed by a surety company authorized to do business in the Commonwealth of Kentucky. Estimate: $369,705.00 Estimated Length of Project: 165 (Substantial Completion) + 15 (Final Completion) The Division of Engineering and Contract Administration, Commonwealth of Kentucky, reserves the right to reject any and all bids and to waive all informalities and/or technicalities where the best interest of the Commonwealth may be served.
