Site work and new construction of a civil project in Ontario, California. Completed plans call for site work for a water / sewer project.

The project includes the addition of a new Ion Exchange (IX) treatment facility, new piping from Well No. 37 and Well No. 39 to the IX facility, new piping from the IX facility to the existing on-site reservoirs, new piping and air gap for discharge to the storm sewer, stormwater pre-treatment and infiltration infrastructure, new control valve, SCADA and programmable logic controller (PLC) upgrades at Well No. 37 and Well No. 39, a new sodium hypochlorite generation system and chemical injection facilities, a new standby generator, new operations building, landscaping, and integration with existing OMUC facilities. Well No. 37 is located at 4327 East Guasti Road and Well No. 39 is located at and 4397 East Guasti Road. Well No. 37 was placed into operation in 2009 and has a rated design capacity of 3,000 gpm at a head of 600 ft. Well No. 39 was placed into operation in 2001 and has a rated design capacity of 2,200 gpm at a head of 410 ft. Currently, Well No. 39 is not in operation, but Well No. 37 and Well No. 39 will be redeveloped prior to the commissioning of the new IX facility. The new IX facility will provide treatment for the perchlorate levels currently present in source water extracted from OMUC's Well No. 37 and Well No. 39. The Division of Drinking Water (DDW) has set the Maximum Contaminant Level (MCL) for perchlorate in drinking water at a concentration of 6 ug/L. Presently, the perchlorate levels at Well No. 37 at Well No. 39 are 3 ug/L and 5 ug/L, respectively. A combined maximum flow of 6,000 gpm from Well No. 37 and Well No. 39 will be treated by a single IX treatment facility located on OMUC property southeast of North Milliken Avenue and Interstate 10 in Ontario, CA. The IX treatment facility treatment facility and operations building will be designed to match existing aesthetics and to meet OMUC Planning Department requirements. The Contractor will furnish all transportation, materials, tools, time, equipment, labor and supplies to complete the improvements, together with the appurtenant work necessary or incidental to complete, in a workmanlike manner, the improvements as contemplated and as intended by the Plans and these Specifications. No substitution will be considered unless written request for approval has been received by the City by Tuesday, October 26, 2021 by 11 am. Such requests shall include the name of the material or equipment for proposed substitution including drawings, performance and test data, and other information necessary for an evaluation. A statement setting forth changes in other materials, equipment or other portions of the work including changes in the work prompted by the substitution shall be included. The burden of proof of the merit of the proposed substitution is upon the proposer. The City's decision of approval or disapproval of a proposed substitution shall be final. Cash, cashier's or certified check may be submitted in lieu of a bid bond. A personal or company check will not be accepted.
