The City reserves the right to accept or reject any and all bids and reserves the right to waive technicalities. The decision as to what constitutes a technicality shall rest solely with Fredrick Ross, Director of Procurement & Supply Management. The City of St. Petersburg, Florida ("City") has selected and intends to enter into a contract with a joint venture developer, Third Lake Partners, LLC and Echelon, LLC ("Developer") to oversee the planning, design and construction of a New Municipal Services Center (New MSC) together with a multi-level shared parking facility, a residential/retail development (New Apartments) and associated site improvements, (collectively, the "Project"). A preliminary construction cost estimate of $45,380,000 has been established for the New MSC portion of the Project.
The City, in cooperation with the Developer, invites qualified firms to submit statements of qualifications to provide professional architectural and engineering design services (A/E) including construction administration as identified in this Scope of Services. The Project site is an existing City-owned parking lot (approximately 300' wide and 200' deep), as described on Appendix D, St. Petersburg, Florida.
All services provided by the selected A/E will be pursuant to a contract between the selected A/E and the Developer for the New MSC. The Developer also intends to engage the A/E under a separate contract for the New Apartments with a similar Scope of Services. The Developer intends to utilize the Construction Manager at Risk (CM) delivery system to construct the Project. The selected A/E will be contracted by the Developer but will also work closely with City staff and the Project's selected CM.
