Site work and paving for a mixed-use development in East Dubuque, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

Bids will be received for two separate prime contracts as follows: The Contract A Water Tower project consists of the construction of a 200,000 gallon single pedestal water tower. The project also includes a main extension to the proposed water tower site. Included in the project is various site work associated with the proposed water tower site including earthwork, storm sewer, clearing and grubbing, HMA pavement, seeding, erosion control, etc. The Contract B Water Distribution Improvements project consists of the installation of approximately 1,750 LF of 8-inch water main and 380 LF of 6-inch water main and associated appurtenances including water services. The project includes the installation of a pressure control structure as well as the installation of 66 individual property PRVs. The project also includes the reconstruction of approximately four blocks of Desoto Street including 1100 tons of HMA pavement, 3750 tons of base stone, minor storm sewer improvements and sidewalk improvements. Electronic and/or printed copies of the bidders proposals, plans, specifications and contract documents prepared by Origin Design Co. Each bidder shall accompany its bid with bid security in the form of a bid bond, bank draft, cashier's check, or certified check payable to the City of East Dubuque for 5% of the total amount of the bid. Work on the improvement shall commence on or before the date specified in the written "Notice to Proceed" for each contract and the contracts shall be completed as follows: Contract A Water Tower - on or before May 20, 2023. Liquidated damages in the amount of $750.00 will be assessed for each day that the work shall remain uncompleted after the end of the completion date, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the Owner. Contract B Water Distribution Improvements - on or before October 7, 2022. Liquidated damages in the amount of $500.00 will be assessed for each day that the work shall remain uncompleted after the end of the substantial completion date, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the Owner. The improvements shall be kept and maintained in good repair for a period of two years after substantial completion is determined by the Engineer for Contract A Water Tower and Contract B Water Distribution Improvements. Any contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The contractors shall pay prevailing wages in accordance with the Federal Davis-Bacon wages provision. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on the project, and that the contractors must ensure that employees and applicants or employment are not discriminated against because of race, color, religion, sex or national origin. Contractors must comply with the Drug Free Workplace Act (Source: P.A. 86-1459). BIDDERS will comply with Sec. 436 of H.R. 3547, "The Consolidated Appropriations Act, 2014", which specifies that all iron and steel products used in the project are produced in the United States. All contractors and subcontractors that work within the State of Illinois right-of-way are required to be prequalified with the IDOT. As issued by the Illinois Department of Labor, due to the high unemployment rate caused by the ongoing COVID-19 pandemic, the Employment of Illinois Workers on Public Works Act is in effect as of July 1, 2020. The state law requires the workforce on all public works projects to be comprised of a minimum of 90% Illinois residents. In an effort to comply with Disadvantaged Business Utilization and Affirmative Efforts, all bidders are required to advertise DBE subcontracting opportunities and to negotiate with disadvantaged businesses prior to bid opening. Failure to document such affirmative efforts shall be deemed, relative to disadvantaged business compliance, non-responsive. The advertisement must run one day at least 16 days prior to the bid opening. The advertisement requirements are included in the Illinois EPA Guidelines in Division 1 of the specifications. The bid totals will be available at and after the public bid opening. However, an itemized bid tabulation, if applicable, will not be publicly available until after the Owner awards the contract and funding agency award concurrence is obtained. The City of East Dubuque reserves the right to reject any or all Bids or to waive any informalities in the bidding.
