Site work and renovation of a civil project in Union City, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Project consists of retrofitting seven existing aeration basins (Basins 1 through 7) and construction of an 8th aeration basin with the flexibility to operate initially with an anaerobic selector during the implementation phase and transition.ing to a biological nutrient removal (BNR) process following completion of Phase 1.B. This project also includes the installation of three new high speed aeration blowers, replacement of four existing internal lift (screw) pumps, and the construction of a new 12kV service entrance switchgear facility. The successful bidder will have one thousand three hundred and twenty-five (1,325) calendar days to complete the Project from the Notice to Proceed, The Engineer's Estimate for this Project is $63,600,000.00. The Project consists of civil, mechanical, structural, HVAC, electrical and instrumentation improvements to existing Aeration Basins and associated facilities. To accomplish this work the Contractor shall complete the work items indicated on the Drawings and Specifications, including but not limited to the following: o Modifications to the existing East Aeration Basins (1-4) including: o Demolition of existing precast concrete covers and concrete top slab o Miscellaneous structural modifications including construction of proposed baffle walls and placement of new top slab o Concrete repairs and coatings o Improvements to existing flow distribution channels o Rerouting of existing RAS feed system through new piping and appurtenances o Installation of the following: Process aeration piping and supports Channel aeration piping and supports Mechanical mixing systems Nitrified Recycle (NRCY) pumps Surface Wasting (SWAS) pumps Fine bubble membrane diffuser system o Construction of a new East Basin Carbon Vessel Odor Control System including fans, mist eliminators and associated foul air ductwork installed on the basin covers. o Modifications to the existing West Aeration Basins (5-7) including: o Miscellaneous structural modifications including construction of proposed baffle walls and placement of new top slab o Concrete repairs and coatings o Improvements to existing flow distribution channels o Rerouting of existing RAS feed system through new piping and appurtenances o Installation of the following: Process aeration piping and supports Channel aeration piping and supports Mechanical mixing systems Nitrified Recycle (NRCY) pumps Surface Wasting (SWAS) pumps Fine bubble membrane diffuser system Bidders shall coordinate site visits with the District's ETSU Program Manager, Ric Pipkin, PE, at (510) 477- 7562 to schedule a site visit. Bidders shall contact the District's Project Manager at least 72 business hours in advance. The site visits shall be conducted in. the presence of the District's Program Manager or their designee. All site visit attendees shall comply with the current (as of the date of the site visit) Alameda County Health Orders. Under California Laws and Regulations, the District shall inform all prime contractors of public works, to the extent feasible of relevant public work requirements as listed in Section 00010 of the Contract Documents. All bidders shall consider and incorporate measures to ensure compliance with all applicable state and county health orders, including but not limited to Alameda County Health Order No. 20-14a, as may be updated from time to time (County Health Order), and the Construction Project Safety Protocols in Appendix B to the County Health Order. Among other things, compliance shall include but is not limited to the designation of a site-specific COVID-19 officer or supervisor, daily screening protocols, the implementation of social distancing, the provision of personal protective equipment (PPE) and requirement to wear face coverings, the implementation of cleaning and sanitizing requirements, and posting of signage and notices. For Large Construction Projects, compliance also includes but is not limited to preparation of a new or updated Site-Specific Health and Safety Plan and designation of a site-specific COVED-19 Third-Party Jobsite Safety Accountability Supervisor. The District has applied for and expects to receive financial assistance for this project. Bidders shall comply with all applicable guidelines and requirements as outlined in the Contract Documents. Bidders shall note the time constraints for the processes that must be completed in the preparation of their bids as outlined in Section 00830 - Compliance Guidelines for Disadvantaged Business Enterprise. All bidders submitting a bid must purchase and receive a paper copy of the Contract Documents of Enhanced. Treatment and. Site Upgrade Program - Phase lA Aeration Basin Modifications, Project No. 800-532 from the District prior to the bid opening date. All submitted bids must be on bid forms included in the purchased. paper copy of the Project Manual or subsequent addenda. A bid submitted to the District by a bidder who has not purchased. and. received. a paper copy of the Project Manual of Enhanced. Treatment and. Site Upgrade Program - Phase 1 A Aeration Basin Modifications, Project No. 800-532, or submitted on bid forms not included in the purchased paper copy of the Project Manual or subsequent addenda shall be considered non-responsive and shall be rejected by the District. Each bid must conform and be responsive to the invitation, the Plans and Specifications, and all documents comprising the Contract Documents. Each bid shall be presented under sealed cover and shall be accompanied by a certified check or bidder's bond, made payable to the District, in an amount not less than ten percent (10%) of the bid. The said check or bidder's bond shall be given as a guarantee that the successful bidder will execute the contract in conformity with the form of agreement contained within the contract documents, and will furnish bonds and insurance policies as specified within ten (10) days after notification of the award of the Contract to the successful bidder. Cost for work described in each addenda issued during the time of bidding shall be included in the Bid and the addenda shall become a part of the Contract documents. Bidders shall develop and submit bids at their own expense. The District will not reimburse any costs associated with the development and submittal of any and all Bids. The District reserves the sole right to reject any and all bids and to waive any informality ality in a bid. No bidder may withdraw its bid for a period of one hundred and twenty (120) days after the date set for the opening thereof At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. In accordance with the provisions of California Public Contract Code Section 3300, the District has determined that the Contractor shall possess, as a minimum, a valid Class A General Contractor License. In accordance with the provisions of California Business and Professions Code Section 7028.15, a bid submitted. to the District by a Contractor who is not licensed in accordance with Chapter 9 of the California Business and Professions Code shall be considered non-responsive and shall be rejected by the District.
