Built in 1865, the bridge connects Rensselaer and Albany by rail and provides a path for passenger rail service from New York City to Western New York. Deterioration of the current structure, leased to Amtrak, limits trains crossing to one at a time at speeds of 15 mph. The new bridge will accommodate improved passenger service. The current movable swing bridge would be replaced with a new lift-type bridge that would bring the structure up to modern standards for height, width, and speeds for passenger and freight trains and more reliably accommodate marine traffic using the Hudson River. The new bridge will be south of the existing bridge on a parallel alignment and would carry two railroad tracks. Approach track work will include improvements to the triangular junction of rail tracks on the Rensselaer side to facilitate train turning movements and the rehabilitation and reconfiguration of the rail bridges over Water and Centre streets on the Albany side. The new bridge also will include a separated shared use path connecting to the Albany Skyway and Empire State Trail to the city of Rensselaer. Construction is estimated at $400 million and is slated to begin by the end of 2023. Completion of the new bridge is expected by the end of 2026. ________________________________________ Livingston Avenue Bridge over the Hudson River Subsurface Exploration for Soil, Rock and Environmental Samples The New York State Department of Transportation, acting through its agent Modjeski and Masters, Inc., is seeking to retain a qualified Contractor to provide geotechnical and environmental soil boring and sampling services within the location described above in the City of Albany and the City of Rensselaer, New York. The selected Contractor will be required to perform sampling for sixteen (16) geotechnical borings at designated locations within the project limits in accordance with the requirements of Standard Specifications, Construction and Materials, US Customary Units, issued by the New York State Department of Transportation Office of Engineering, latest edition, including all current amendments thereto. Ten (10) of the borings are located on water and Six (6) of the borings are located on land. The selected Contractor will also be required to perform three (3) cone penetrometer tests (CPT) adjacent to the land-located borings. All work will be performed under the full-time direction and observation of inspectors representing Modjeski and Masters, Inc. The Contract for which Proposals are being solicited herewith will be with Modjeski and Masters, Inc., who is the Prime Consultant on the Livingston Avenue Railroad Bridge over the Hudson River Project, is D030852. All work will be performed under the management of Modjeski and Masters, Inc. Federal prevailing wage rates apply to this Contract. 1. Location: Albany and Rensselaer Counties, New York, between the Cities of Albany and Rensselaer over the Hudson River. 2. Bond: Bid and Performance Bonding is not required for this Contract. 3. Insurance: Insurance requirements as listed below, but in accordance with the specifications in the Bid Documents: a. Commercial General Liability and Contractual Liability (also called Comprehensive). b. Automobile Liability c. Umbrella or Excess Liability d. Workers' Compensation and Employer's Liability Insurance e. Special Protective and Highway Liability f. Railroad Protective Liability (Amtrak) insurances required for Right-Of-Entry g. Marine Protection and Indemnity h. Pollution Liability i. All Sub-contractor's 4. Permits and commitments: Due to the presence of hazardous materials, including Polychlorinated Biphenyls (PCBs), metals, and chlorinated solvents, and endangered species, the contractor is responsible for complying with the following permits secured by the State: a. U.S. Army Corps of Engineers Nationwide Permit 6 "Survey Activities" b. New York State Department of Environmental Conservation Section 401 Water Quality Certification and Protection of Waters Permit c. New York State Department of State Coastal Zone Management Consistency Determination The Contractor is responsible for obtaining the following: a. Right-of-Entry Permit from Amtrak, including all insurances required by Amtrak . The Contractor shall include all subcontractors, the Drilling Inspectors and Qualified Environmental Professionals (QEPs) on the permits. b. Amtrak safety training for all personnel performing the drilling operations, including all subcontractors, Drilling Inspectors and QEPs. c. Submit a Local Notice to Mariners (LNM) form to the United States Coast Guard 2 weeks before in-river work is to begin. d. Must have a For-Profit Construction Questionnaire (CCA-2) on file with the Officeof the State Comptroller Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 0% Women Owned Sub-Contracting Goal: 0% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 4.86%
