Demolition, site work, paving and new construction of a civil project in Sandy Springs, Georgia. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; road / highway; and for paving for a road / highway.

GDOT intends to solicit responses for design and construction services to replace three overpass bridges; Pitts Road over SR 400 and Roberts Drive over SR 400 both located in the City of Sandy Springs, Fulton County, GA and Kimball Bridge Road over SR 400 located in the City of Alpharetta, Fulton County, GA This project will be awarded to a DB Team utilizing a Low Bid (all qualified) method. A DB Team includes a Lead Contractor and a Lead Design Consultant working together to design and construct the project. See the PNA for additional details. Section 2 - SELECTION PROCESS This Project will be awarded to a Design-Build Team utilizing a Two Phase Low Bid selection method described in Chapter 672-18 of the Rules and Regulations of the State of Georgia, Department of Transportation "Governing the Design-Build Procedures". A Design-Build Team includes a Lead Contractor and a Lead Design Consultant working together to design and construct the Project. Step 1 - Selection of Finalists (Phase I) The selection committee, consisting of qualified representatives from Georgia DOT, will evaluate all responsive Statements of Qualifications (SOQs) submitted in response to the Request for Qualifications (RFQ), in accordance with selection criteria published in the RFQ. Section 4 (Selection Criteria) of this PNA provides general information with respect to the RFQ evaluation criteria. To be deemed eligible, all Proposers must be prequalified in the Area Classes set out in Section 4 (Selection Criteria) of the PNA and meet the minimum requirements for SOQ submission set out in the RFQ. All Proposers that have submitted a responsive SOQ and pass all pass/fail criteria set out in the RFQ (the "Finalists") will be eligible to submit a Price Proposal and Technical Proposal in response to the RFP. Step 2 - Selection of Team (Phase II) Selection of the Apparent Successful Proposer will be based on the lowest, complete, and reasonable Price Proposal (as defined in the RFP). A Technical Review Committee, consisting of qualified representatives of Georgia DOT, will evaluate the Finalists Technical Proposals for responsiveness to the RFP, and if responsive, the Technical Review Committee will then evaluate the Technical Proposals against all pass/fail evaluation criteria. The Technical Proposal requirements will be included in the RFP. The Price Proposals will be revealed at a public opening to identify the Apparent Successful Proposer. Georgia DOT's Technical Review Committee will provide the award recommendation for the Apparent Successful Proposer to the Bid Review Committee, who will take the recommendation under advisement when making the final decision to award Industry Forum - Virtual (pre-recorded presentation) 10/21/2021 8:00 A.M.
