The Cumberland County Improvement Authority (Authority) solicits Requests for Qualifications (RFQ) from qualified development firms for the gasification of the solid waste at the Cumberland County Solid Waste Complex in Deerfield, Cumberland County, New Jersey. Qualifications shall clearly demonstrate the developer's capability and financial capacity to successfully execute the project(s) as envisioned herein. Respondents are required to comply with requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Statute and Regulations). All Respondents must comply with N.J.S.A. 52:25-24.2 (P.L. 1977, c.33) and submit a Disclosure Statement listing stockholders with the submission. All Respondents submitting Qualifications must include with their submission, a Business Registration Certificate as required by N.J.S.A. 52:32-44. All Respondents should be aware that travel shall not be a reimbursable expense for this Contract. Irrespective of any such costs included in Respondent's Qualifications or any attachments thereto, the Authority will not reimburse any time for travel to the Authority's facilities, meeting locations, project sites, or other work-related locations and back to the Respondent's office (portal to portal). This includes all expenses associated with traveling (tolls, lodging and food). Submissions must be made in the manner designated herein and must be enclosed in a sealed envelope bearing the name and address of the Respondent, as well as the name of the RFQ on the lower left quadrant of the front of the envelope, addressed to the Authority. The Authority Reserves the Right to Select Any and All Respondents as Qualified, to Reject Any and All Responses Provided by Respondents and to Negotiate With Any Respondent.
The method of contractor selection has not been determined at this time.
