The Milling and Paving of existing designated areas. West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Bids ("RFB") from qualified, experienced, and licensed Contractors for the labor and materials to mill and resurface designated areas of the Health Sciences Center Parking lot. Substantial Completion shall be December 1, 2021. Final Completion shall be December 15, 2021. Final Completion is considered when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the owner. LIQUIDATED DAMAGES - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be Five Hundred Dollars ($500) per Calendar Day of delay in achieving Substantial Completion and Two Hundred and Fifty Dollars ($250) per Calendar Day of delay in achieving Final Completion. Parking Lot Mountaineer Station is approximately 26,500 ft2 and is near the Health Sciences Center. Lot 90-1 is approximately 29,000 ft2. Lot 90-2 is approximately 7,000 ft2. Lot 84-1 is approximately 28,000 ft2. Lot 84-2 approximately 10,000 ft2 Parking Lots Mountaineer Station, Lot 90 and Lot 84 are already paved. They will need milled and repaved. All of the parking lots are in current use. Construction start dates must be coordinated with WVU in advance. At least 48 hours written notice must be provided to WVU before any lot is taken out of service. 4. Mountaineer Station Lot: a. Need milled and paved. b. Contractor shall remove and dispose of concrete bumper blocks. WVU will remove rubber bumper blocks. c. WVU will remove posts. d. Contractor is responsible for striping. e. Only the driving area needs milled and paved. Not the central parking portion of this lot. 5. Lot 90-1 and 90-2: a. Need milled and paved. b. Contractor shall remove and dispose of concrete bumper blocks. WVU will remove rubber bumper blocks. c. WVU will remove posts. d. Contractor is responsible for striping. e. Only the driving area needs milled and paved, not the parking area. 6. Lot 84-1 and 84-2: f. Need entire lot milled and paved. g. Contractor shall remove and dispose of concrete bumper blocks. h. WVU will remove posts. i. Contractor is responsible for striping. 7. All asphalt surfaces to be standard cold milled minimum 1.5". Milling residue shall not be permitted to flow into any gutters or drainage system. If any millings accrue in any drain system, the contractor is responsible for removal. Any excavated and milled materials shall become property of the contractor and must be disposed of off-site.
