No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. The Contractor will be required to comply with all provisions of Section 1770 et seq. of the Labor Code of the State of California. The award of contract shall only be made to a Contractor who possesses a Class A (California Contractor's) License, pursuant to Section 3300 of the Public Contract Code. The District Board may, at its discretion, reject any and all bids or waive any irregularities or informalities in any bid or in the bidding. No bidder may withdraw his/her bid for a period of sixty (60) days after the date set for opening of bids.
