PROJECT WORKSCOPE INCLUDES: Note: materials including vaults, lids, cable support hardware, conduit, cables, cable fittings, j-bars, grounding conductor, rods and connectors, shall be supplied by City of Blaine public utility.Contractor shall be responsible to take delivery of materials at City of Blaine line room and store materials safely during construction. Install 32' switch vault and j-bus vault, install switches and j-busses, note that switch vault to be located to optimize use of existing cables without splices, serving line side from existing vault on substation property (Circuit 15 and Circuit 11). Install conduit and conductors, and ductbank, to extent possible without disrupting existing circuits. Coordinate with Puget Sound Energy to replace substation get away cables. Within substation fence and for distance of 3' outside of fence, PSE to excavate, install conduit and terminate cables. PSE to be on site for installation and coordination of cables within Ductbank A. Backfeed loads on Circuit 17 to allow isolation of get away and 4/0 circuit on Yew Avenue. Install above grade j-bus at location to accept terminal pole cable without splices. Install new Circuit 17 get away to Circuit 17 switch, energize Circuit 17 switch and 4/0 circuit on Yew Avenue. Note that installation of conduit to 600A existing ductbank just north of Switchfarm is within scope of this project. Installation of 750kcMil conductors on line side of Circuit 17 switch will be within scope of Circuit 17 Upgrade. Isolate Circuit 15 south and backfeed Circuit 11 to terminal pole by closing switch 1508 near Portal Way. Transfer load from Circuit 15 to allow isolation of get away. Install new Circuit 15 get away to Circuit 15 switch, remove three-way hammerhead splices in existing vault on substation property and reroute line side cables from vault to Circuit 11 and Circuit 15 pad mounted switches. Energize Circuit 15 and 11 switches, restore Circuit 15 to service through new switch. Energize Circuit 11 200A feed to vault at Odell Rd. and Hughes Ave. to serve loads south on Odell Rd. (Transfer approximate 80A from Circuit 16). Backfeed loads on Circuit 16 to allow isolation of get away and existing switch 1505. Install new Circuit 16 get away to Circuit 16 switch (new switch on 32' vault), remove existing switch 1505 and return to City of Blaine warehouse. Install load side feeder from new switch to vault (previous switch 1505 vault) and make up splice to existing 600A circuit using hammerhead (elbow) splices. Install new lid with two access hatches on previous switch 1505 vault. Install load side 4/0 from Circuit 16 switch to vault at Odell Rd. and Hughes Ave. to supply local 200A loads north on Odell Rd. When loads have been transferred to new pad-mounted switches and underground cables in area of substation, remove aerial switches 1503 and 1504 and return to City of Blaine warehouse. Remove aerial conductors from pole 15014 to 15007, to 15006 and to pole 15008. Remove poles 15006, 15007. Remove cross arms from pole 15008. Remove retired cables, restore all surfaces. Dispose of all removed materials except as noted to return to City of Blaine. Please allow 24 hours prior to pick-up. The City reserves the right to postpone making the award for a reasonable length of time, to reject any and all bids, or to waive irregularities not affecting substantial rights.
