to provide consulting, design, and engineering services for the 7th Ave SW (14th to 18th St SW) Roadway Settling Project. All services are to be performed or supervised by persons appropriately licensed or registered under state laws governing the practice of engineering and surveying. Consultants must be experienced in the preparation of construction drawings, bid specifications, construction cost estimates, as well as construction management services associated with public works projects utilizing WSDOT Standard Specifications. This project is intended to prevent future roadway settlement, potentially caused by the aging 48" diameter corrugated metal storm main or the 36" diameter reinforced concrete sewer main nearby. For the past several decades, 7th Ave SW, mainly between 14th St SW & 18th St SW, has been settling in places, with the worst area at the intersection with 16th St SW. Public Works has patched and repaired these settlement areas several times. There have been attempts to excavate several feet into the road base to determine a cause, but nothing definitive has been discovered. Public works has inspected (TV'd) the storm and sewer mains, but there are no obvious breaks in the pipes or sediment intrusions. However, high groundwater made fully observing the mains difficult. The city would like to investigate slip lining the storm main, as a potential intermediate fix. The city is requesting assistance from a consultant to investigate the problem, determine the feasibility of the slip lining approach, and provide a full design for the work. If during the investigation/design, another cause of the road settlement is discovered, the City may be willing to change approaches, which could include repairs and/or replacement of parts or the full length of sewer and/or storm main. Roadway surface restoration and/or repair design and plan preparation may also be included in this scope.
