The City of Winter Garden is seeking to award Annual Construction Services Contract for Infrastructure Improvements to multiple firms for the repair, replacement, and installation of municipal infrastructure, such as storm-water, sanitary sewer, water mains, sidewalks, curbs, driveways, pavement repair, etc. throughout the City. Contractor shall be responsible for providing all labor, materials, machinery and equipment necessary to perform the related repairs, replacement, and installation of municipal infrastructure, such as storm-water, sanitary sewers, water mains, sidewalks, curbs, driveways, pavement repairs, etc. The work shall be performed on an as-needed basis and in accordance with the City of Winter Garden standards and specifications. Also included is providing maintenance of traffic and temporary erosion and sediment control for all areas as detailed on the plans and required by governing authorities. City shall be responsible for clearly delineating project location & scope of work, and will prepare construction plans if necessary; providing horizontal & vertical layout if different than existing. Florida licensed contractors with a current, State-issued business license will be considered. Work items shall be bid in unit price for all equipment, labor and material. Bid forms shall be completed in full. The term of the contract shall be in effect for twelve (12) consecutive months from the date the Mayor or other authorized signer signs the contract on behalf of the City. There shall be the option of renewal for a possible second, third, fourth and fifth 12-month period, not to exceed sixty (60) months in total, after written consent of both parties and approval by City Commission or City Manager The City of Winter Garden reserves the right to accept or reject any or all proposals, with or without cause, to waive technicalities, or to accept the proposals that in its judgment best serve the interest of the City. MBE/DBE/WBE participation is encouraged. All proposals must be marked on the outside of the envelope with the bid name. It shall be the Bidders responsibility to ensure that proposals are delivered to the above address by the appointed time. No pre-submittal conference is scheduled for the RFP. Any uncertainty regarding the time a proposal is received will be resolved against the respondent. Proposal packages received after the designated time will not be accepted. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal on a contract to provide any goods or services to a public entity, may not submit a proposal on a contract with a public entity for the construction or repair of a public building or public work, may not submit proposals on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor or contractor under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for CATEGORY TWO, for a period of thirty-six (36) months from the date of being placed on the convicted vendor list.
