UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed replacement of the originally installed surgical lights and booms and exam lights in the Ronald Reagan UCLA Medical Center and the Santa Monica UCLA Medical Center (Project CP1325). UCLA Health proposes selecting an architect to develop a Master Plan and design to replace this mostly ceiling-mounted medical equipment. Responses to this RFQ should demonstrate familiarity and experience in, 1. Design 2. Planning and construction/installation of ceiling-mounted surgical lights 3. Operating Room booms 4. ICU exam lights and booms, 5. Stand-alone ceiling-mounted exam lights 6. Recessed birthing room lights 7. Birthing room mirrors. Firms should have experience and be familiar with California hospital requirements, including Department of Public Health requirements (Title 22) and Department of Health Care Access and Information, formerly known as Office of Statewide Health Planning and Development (OSHPD) requirements for an OSHPD 1 hospital. The firms' experience must be compatible with the specific personnel proposed for this project and include the mechanical, electrical, structural, and medical gas analysis of the existing building infrastructure in the pre-design phase. The project is subject to review and approval by the UC Board of Regents or their delegated authority. This RFQ is for Master plan study and full design services of potential sequenced or phased packages comprising basic architectural services, including schematic design, design development, construction documents, phasing, cost estimate, assistance during bid/award phase, construction administration, record documents, and project closeout for replacement of the current lights and booms infrastructure and installation of the new equipment. However, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. The design shall be evaluated for compliance with the University of California Policy on Sustainable Practices and, if applicable, achieve a minimum LEED Healthcare Silver Rating. The construction cost for the project has not yet been determined and is dependent upon phasing. The work may be executed through several phased incremental projects. The anticipated construction cost range may be between $22.0 - $25.0 million total for both facilities, dependent on the agreed-upon work scope. UCLA may select one firm for both projects or separate firms for each project. UCLA will select the firm(s) based on qualifications in response to this RFQ. Candidate firms may submit for one or both of these projects. Candidates do not need to submit two sets of booklets. Candidates may use the same submittal for both projects, as long as the building(s) of interest is appropriately identified and complete the submittal requirements for both. A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committee's discretion. Every effort is made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Method of Contractor Selection has not been determined at this time.
