The intent of the contract is to provide operation and maintenance and repair of medical research facilities and supporting facilities in a continuous and satisfactory manner on a 24-hour basis, 7 days per week. The following are the places of performance for the subject requirement: o United States Army Institute of Environmental Medicine (USARIEM) Natick, MA o United States Army Aeromedical Research Laboratory (USAARL), Fort Rucker, AL o Walter R e e d Army Institute of Research (WRAIR), Forest Glenn, MD o United States Army Medical Research Institute of Chemical Defense (USAMRICD), Aberdeen, MD o USAMRDC Headquarters, Fort Detrick, MD o Building 8100 of United States Army Medical Research Institute of Infectious Diseases o Building 808 United States Army Medical Research Acquisition Agency o Armed Forces Medical Examiners Service (AFMES), Dover Air Force Base, DE o National Museum of Health and Medicine (NMHM), Forest Glenn, MD o United States Army Centralized Allergen Extract Laboratory (USACAEL) o Naval Medical Research Center, Fort Detrick, MD o United States Army Institute of Surgical Research (USAISR), San Antonio, TX The anticipated period of performance a base year with four one-year options for a total of five years (to include a 60-day phase-in period). The base period includes a 30-day phase-in period. The magnitude value of this acquisition is between $25,000,000.00 and $100,000,000.00, NAICS 236220, size standard $39.5M. The Statement of Work includes the following: The contractor shall provide all personnel, services, materials, equipment (except those materials and equipment that are Government-furnished), and transportation required to perform Operation and Maintenance (O&M) services for at the facilities listed above. The contractor is responsible for operation and maintenance of these facilities as described in this scope of work. The Contractor shall provide qualified employees and complete the tasks within the prescribed time and the prescribed quality. The Contractor shall accomplish 100% of assigned work. The project is operated under the direction of Mobile District, U.S. Army Corps of Engineers, Mobile, Alabama. The contract scope of work will include, but is not limited to, some or all the following types of work: preventive, predictive, demand, and emergency maintenance of all facility systems and components including architectural, mechanical, electrical, and instrumentation. Minor construction and repairs incidental to the O&M mission is required. Technical constraints for the MRDC program are complicated by special requirements not found in typical commercial construction. Work will require extensive knowledge of the functional operation of biomedical research laboratory facilities and the equipment, facility support systems and building structures associated with these facilities. Since the facilities will be in full operation, the contractor will be required to minimize interference with the daily operation of the facilities and will be required to implement containment measures as required for each specific laboratory. Requirements of several regulatory and accrediting agencies such as the American Association for Accreditation of Laboratory Animal Care (AAALAC) must be met, including maintenance of records of preventive maintenance on all critical systems and compliance with/implementation of the facility's utilities management plan. The facilities to be covered by the intended contract include Bio-Safety Levels (BSL) 2, 3, and 4 research laboratories and laboratory support functions, Animal Bio-Safety Levels (ABSL) 2, 3, and 4 animal holding facilities for small and large species to include non-human primates and vivarium facilities, veterinary treatment facilities, public health/analytical laboratories, field laboratories (dry labs), food analysis and diagnostic laboratories. All these special requirements combine to create a demanding work environment for contractors, where the contractors must be willing to take on the risk performing work that may impact patient health and safety and may even expose their own workers to toxins or infectious diseases. This necessitates measures such as increased liability insurance, special immunizations for workers in certain facilities or areas of facilities, additional worker training in the use of specialized personal protective equipment, etc. This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice. This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, HUBZone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, the small business standard for which is a concern, including its affiliates whose average annual gross revenues does not exceed $39.5 million. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Small Business, HUBZone, Section 8(a) contractor, Service-Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on the first page of submission. 3. Past Performance Information that documents the respondents experience performing projects similar (specifically the BSL and ABSL type lab experience) to that described above. The referenced projects should be of similar scope and magnitude and should have been completed within the last five years. No more than 5 projects shall be submitted to demonstrate the Offeror's capability to perform the type of work described above at medical/laboratory facilities. Information should be provided in the form of Contract Performance Assessment Reporting System (CPARS), Past Performance Questionnaires (PPQs) or by providing the following information: Project title, location, general description of the requirement to demonstrate similarity to the potential project description/requirement listed above, the Offeror's role (i.e., prime contractor, subcontractor, etc.), dollar value of contract, duration, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 4. As this project is anticipated to exceed $35M, in accordance with the executive order on Project Labor Agreements please provide the following information: a. The anticipated impacts to schedule and cost as a result of a Project Labor Agreement being mandatory. b. If a Project Labor Agreement is mandated on this project, would your company submit an offer when the solicitation is issued 5. The above requested information shall not exceed a total of eight (8) pages, 12-point Times New Roman font, with a minimum of one (1) inch margins all around. Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 26 April 2022, 2:00 p.m. CST. Responses received after this date and time may not be reviewed.
