The Bidder's prequalification factor rolling average will be applied to any Project with an engineer's estimate greater than $5 million. All Bidders submitting Bids valued over sixty thousand dollars ($60,000.00) shall be registered with the Department of Workforce Solutions (DWS), Labor Relations before Bidding.
