Clarification Deadline 11/24/2021 4:00 Pm The work is generally described as the replacement of the Advanced Wastewater Treatment Plant cryogenic oxygen production control system at the Lancaster Advanced Wastewater Treatment Plant located at 1220 New Danville Pike, Lancaster, Pennsylvania. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder may not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, qualifications of the bidder compatibility of the bidder's processes with other City services, and the bidder's proven ability to handle the work being bid. The City reserves the right to reject any or all bids and re-advertise if the best interests of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interests of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. The Work will be substantially completed within Three Hundred (300 ) calendar days after the date when the Contract Times commence to run as provided in the General Conditions, as amended by the Supplemental Conditions, and completed and ready for final payment in accordance with the General Conditions within Three Hundred and Thirty (365 ) calendar days after the date when the Contract Times commence to run. The City of Lancaster is seeking bids to replace the cryogenic oxygen production control system at its Advanced Wastewater Treatment Plant located at 1220 New Danville Pike, Lancaster, Pennsylvania 17603. The project involves replacing/updating the control system of the existing Union Carbide U-40 cryogenic oxygen plant constructed in the 1980's with new instrumentation, modification of various control panels, installation of a new programmable logic controller and connection of such equipment to the existing supervisory control and data acquisition system.
