Imperial Irrigation District (IID), an irrigation district established under Division 11 of the California Water Code, Sections 20500 et seq., that provides non-potable water, farm drainage and power services to the lower southeastern portion of California's desert, is requesting qualifications from highly qualified Respondents to provide California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance services for IID Energy Department projects. -Determination of appropriate CEQA action (Categorical Exemption, Negative Declaration, Mitigated Negative Declaration or Environmental Impact Report) and NEPA action (Categorical Exclusion, Environmental Assessment, Environmental Impact Statement) if a project has a federal nexus. -Preparation of the necessary technical reports for biological and cultural resources, air quality, noise, visual resources, etc. as required by CEQA and, if applicable, NEPA. Respondent shall interface proactively with state and federal resource agencies to avoid sensitive resources sites and expedite solutions to environmental constraints. -Provide the necessary revision iterations of administrative Draft CEQA/NEPA document required by the resource agencies. -Respondent shall manage and coordinate activities necessary to complete the various documents, survey efforts, permitting, and agency interactions throughout the course of environmental review and permitting process. -Respondent shall provide the necessary support to see a project through the filing of the CEQA Notice of Determination (NOD) and, if applicable, the issuance of the NEPA Record of Decision (ROD).
