No firm timeline has been established for the bidding and construction. *The previous solicitation is listed below for reference The River Rock County Water and Sewer District (District) is soliciting proposals for engineering services to assist with the upgrade to its existing water booster station. PURPOSE The purpose of this RFQ is to obtain information about consulting engineering firms interested in providing engineering services to assist in the upgrade to the District's existing water booster station. The RFQs will be used by the District to evaluate each firm District to evaluate each firm that responds using the selection criteria outlined below. The scope of work may include the following tasks: . Evaluation of the existing booster station. . Preparing a Preliminary Engineering Report for proposed booster station improvements. . Conducting hydraulic analysis and modeling to size pumps and determine pumping scheme. . Preparing state or federal grant and/or loan applications to fund the construction of improvements recommended. . Designing recommended booster station improvements including preparing plans and specifications and assembling a bid package in conformance with applicable requirements. . Booster station improvements shall include SCADA upgrade or replacement. . Providing bid evaluation services such as preparing the advertisements for bid solicitation, conducting the bid opening, and evaluating the bids received. . Providing construction engineering services such as conducting a preconstruction conference, field staking, onsite inspection of construction work, quality control testing, preparing inspection reports, and reviewing contractor requests for payment. . Conducting final inspection and preparing project certification. . Submitting certified record drawings to the District and appropriate regulatory agency upon project completion. . Provide plan to minimize or eliminate water outages. This request for proposal does not commit the District to award a contract, to pay any costs incurred in preparation of the proposal or to contract for services. The District reserves the right to reject any and all proposals and to re-advertise. Responses to this RFQ must include the following: 1. The firm legal name, address, and telephone number. 2. The experience and qualifications of the staff to be assigned to the project. 3. A description of the firm's prior experience with similar projects, including size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm's performance. 4. A description of the firm's current work activities, as well as the firm anticipated availability during the term of the selection. The firm will be subject to state and federal nondiscrimination laws and regulations. The selection committee shall be comprised of representatives from the District Board of Directors and staff. Evaluations of the RFQs will consist of an initial evaluation to establish a shortlist based on the following criteria: 1. Qualifications of professional personnel to be assigned to project 25% 2. Related experience on similar projects 25% 3. Overall content of the RFQ 20% 4. Capability to meet time and project budget requirements 10% 5. Present and Projected workloads 10% 6. Recent and current work for the District 5% 7. Location 5% The selection of the Engineer may be based only on an evaluation of the written responses or the District may decide to interview firms and will select offerors to interview based upon an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is eemed most advantageous to the District; all factors considered. Unsuccessful offerors will be notified as soon as possible. The District has the right to retain engineering services for a term of 5 years. Accordingly, the District reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject all responses deemed unqualified, unsatisfactory, or inappropriate. Prior to the start of work, the consultant shall provide written proof of having the following insurance: Workers Compensation Insurance, current and valid in the State of Montana. Comprehensive General Liability Insurance, including Automobile Liability Insurance, with limits of not less than $1,000,000 per occurrence.
