The County of Wayne is requesting proposals to perform As-Needed Routine Bridge Inspections for Wayne County (WC) owned bridges in accordance with the National Bridge Inspection Standards (NBIS). NBIS 650.305 defines routine inspection as a regularly scheduled inspection consisting of observations and/or measurements needed to determine the physical and functional condition of the bridge, to identify any changes from "initial" or previously recorded conditions, and to ensure that the structure continues to satisfy present service conditions. To perform As-Needed In-Depth Bridge Inspections for Wayne County (WC) owned bridges in accordance with the National Bridge Inspection Standards (NBIS). NBIS 650.305 defines in-depth inspection as a close-up, inspection of one or more members above the water level to identify any deficiencies not readily detectable using routine inspection procedures. When appropriate or necessary to fully ascertain the existence of or the extent of any deficiencies, nondestructive field tests may need to be performed. To perform As-Needed Fracture Critical for Wayne County (WC) owned bridges in accordance with the National Bridge Inspection Standards (NBIS). NBIS 650.305 defines fracture critical (FCM) inspection as inspection within arm's length of steel members in tension, or with a tension element, who failure would probably cause a portion of or the entire bridge to collapse. The FCM inspection uses visual methods that may be supplemented by nondestructive testing. Performing As-Needed Load Rating analysis for Wayne County (WC) owned bridges to determine the load-carrying capacity of the bridges.
