A timeline for award has not yet been established.** This solicitation is a Request for Technical Proposals (Step I) to pre-qualify subcontractors to submit cost proposals in Step II to renovate the Applied Research Center (ARC) in Newport News, VA Magnitude of Construction: Between $17,000,000 and $21,000,000 Step I - Selection Of Offerors For Step II O/a 12/17/21 Notification Of The Selected Offerors To Receive Request For Proposal (RFP) (Step II) O/a 12/21/21 Step II - Issue RFP O/a 1/31/22 Step II - Proposals Due 2/28/22 Award Subcontract O/a 5/29/22 Performance Period O/a 6/6/22-9/6/23 Any questions related to the RTP must be in writing and should be sent by email to the attention of the Procurement Officer. Please reference the solicitation number in your correspondence. If the box to the left is marked this solicitation is set aside to small business firms only. Offers/bids received from concerns that are not small business concerns shall be considered non-responsive and will be rejected. The project is to renovate a mixed-use office and research laboratory building on the Thomas Jefferson National Accelerator Facility (TJNAF) site. The existing Applied Research Center (ARC) located at 12050 Jefferson Avenue was originally built in 1998 and consists of approximately 121,000 SF spread over seven floors. The scope will consist of a major interior renovation (~88,300 SF) and reconfiguration on a majority of the floors, which will enhance the interior layouts to be in line with a modern-day office and research building. Through its transformation, the building will become the new public face of the TJNAF. Potential future improvements could include site work around the building.The major interior building improvements will include: replacing the HVAC mechanical systems, replacing the lighting with LED lighting, adding modern AV connections to common spaces, and updating the elevator cab interiors. First floor renovations will also include modifying the lobby to offer a STEM Visitor Center, and adding teaching classrooms and a secondary entrance to the first floor. The second and third floors have research laboratory suites which will be renovated, as well as additional office space renovations. The office space on floors four through seven will be rearranged to include a mix of private offices, workstations, swarm spaces, conference rooms, wellness rooms, and breakrooms. The extent of exterior renovation to ARC is majority upkeep maintenance that encompasses re-caulking windows, repairing any damaged windows (estimated 1% require repair), and painting exterior columns. A mechanical screen wall will be added to third floor roof to screen new mechanical equipment. The ARC roof will be protected and repaired to account for updated mechanical equipment. The repaired roof system will match the existing roofing system. The site work for this Step I limited to sidewalks, rerouting of drainage, minimal landscaping, and minor utility connection modifications in the vicinity of the building itself. The ARC project site is located within the existing Thomas Jefferson National Accelerator Facility (TJNAF). The ARC is located north of Hofstadter Road and east of Lawrence Drive, with its main entrance on Lawrence Drive. There is currently a small parking lot to the west, a large parking lot to the south, and a small parking lot to the southeast of the ARC. All areas of proposed improvements can be accessed from Lawrence Drive (off Jefferson Avenue and Tech Center Pkwy) and Hofstadter Road off Tech Center Parkway., which is a two-lane vehicular road accommodating emergency vehicles and passenger vehicles. Pedestrian traffic can access ARC using sidewalks and crosswalks that connect both parking lots to sidewalks along 3 sides of the ARC. Existing utilities include: gas, electric, water, sanitary sewer and storm sewer piping, telecommunications, and fiber optic facilities. The systems furniture for the renovation shall be supplied under a separate contract from the construction contract. Pursuant to Federal Acquisition Regulation (FAR) 14.5, this solicitation is a Request for Technical Proposals (RTP) (Qualifications), Step I of a two-step best value, trade off process solicitation. a. Step I offers received will be evaluated on experience, ES&H program, and past performance to determine those firms more likely to succeed than fail. Those firms that are more likely to succeed than fail will be notified and will receive the Request for Proposal (RFP) for Step II - Technical Proposal and Offer. b. Technical Qualifications received in Step I shall not include prices or pricing information. c. Step II - Only proposals based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award. Each proposal in Step II must be based on the offeror's own technical proposal. Only one technical proposal may be submitted by each offeror. Duration of the project is 12-16 months. The schedule duration and start of construction are driven by the project's funding profile and TJNAF's operations. The laboratory portion of the building will be partially occupied during renovations. Work in the west side of the laboratory wing shall be completed to allow east labs to relocate before starting work in the east labs. HVAC work in the tower section will affect all floors simultaneously until this work is complete. Jefferson Lab anticipates a subcontract award in May 2022. During the entire performance period of the Subcontract, including option periods, the Subcontractor shall maintain an office within 100 miles of Jefferson Lab and have sufficient employees employed to assure that this subcontract's requirements can be satisfactorily performed. In accordance with this provision the Subcontractor must continuously demonstrate that the Subcontractor can immediately fill absences or vacancies and can adequately respond to contingencies that may require additional manning.
