**As of December 21, 2021, the project was canceled.** The City of Salisbury is soliciting proposals for repainting its Paleo Ground Storage Tank (Concrete Tank) exterior only, which is a circa 2010 above ground water tank. This tank is 27' tall with a nominal diameter of 82'-11''; with an exterior Valve vault area that is 26'x16'x16'. The overall capacity of the tank is 1,000,000 gallons. The repainting work to be performed at this time is the removal of existing paint and proper surface preparation prior to application of a protective coating to the exterior surfaces only in accordance with the Manufactures Painting Instructions (MPI Bid Item 100 Exterior painting: 1. Mobilization / Demobilization 2. The Concrete ground storage tank exterior is 27' tall with a nominal diameter of 82'-11''. 3. The Concrete Valve vault exterior area is 26'x16'x16'. 4. Contract drawings have been provided to assist prospective vendors. 5. Scaffolding is permitted around the tank. 6. Prepare a Site-Specific Safety Plan for review by the Department of Infrastructure & Development Department (D.I.D.) and revise in accordance with comments provided. 7. Air Compressor's used must be Blotter tested and be in Acceptance with criteria outlined in ASTM D4285. 8. Spraying with approved apparatus may be substituted for roller or brush application in the locations as indicated by the coating manufacturer. 9. Prior to application of the protective coatings the surfaces are to be cleaned and prepared as specified by the MPI. 10. The existing exterior paint coating on the concrete tank to be removed is Sikagard 62. This is a 2-component, 100% solids, moisture-tolerant epoxy resin. 11. All paint shall be carefully applied per the MPI until a smooth even coating results without runs or sagging. 12. The interior of the tank, exterior concrete roof, exterior 20'' overflow PVC pipe with brackets, and the 18''x24'' Galvanized Elliptical Manway are not included in this scope of services. 13. Concrete Exterior Surfaces - a. Surface preparation and overspray protection are inherent to prices bid, b. Surface Preparation: SSPC-SP13/NACE 6 Minimum- CSP #5 Mortar/#2-3 Coatings, c. Filler: Sherwin-Williams Paint Co. Steel Seam FT 910 or equivalent as warranted to fill cracks, misc. holes, pull outs, air pockets, and other voids not wider than 3 inches as warranted by product specifications, d. Primer: Sherwin-Williams Paint Co. Loxon Concrete & Masonry Primer or equivalent @ 2.1-3.2 Mils DFT, e. 2 nd coat: Sherwin-Williams Paint Co. Loxon XP or equivalent @ 6.6- 8.4 Mils DFT, f. Finish: Sherwin-Williams Paint Co. Loxon XP or equivalent @ 6.6- 8.4 Mils DFT, g. Tank exterior area color shall be Tan. h. Valve vault exterior area color shall be Tan. 14. Metal Exterior Surfacesa. Surface preparation, media blast containment, clean up and disposal of media blast material, and overspray protection are inherent to prices bid, b. Surface preparation: Perform at minimum in accordance with SSPC SP6 Commercial Blast Cleaning Method, c. Primer: Sherwin-Williams Paint Co. Pro Industrial Pro-Cryl Primer or equivalent (1-coat), d. Stripe Coat: Sherwin-Williams Paint Co. Loxon XP or equivalent (2 coats), e. Stripe Coats are to be applied to all welds, outside angles, and sharp edges, f. Stripe mils DFT are not included in the minimum mils DFT per system. g. Ensure that the Door and Door Jamb after repainting close and open smoothly with no abrasions occurring, h. Finish: Sherwin-Williams Paint Co. Loxon XP or equivalent (2 coats), i. Door color is to be: Red, j. Door Jamb color is to be: Black, k. Two (2) Exterior Access Ladders are to be colored: Safety Yellow. One ladder is for the "Exterior Ladder with walk through" for the valve vault roof area access (Height is approximately 19') and the other is "Exterior Ladder with safety climb system and safety cage" for the tank roof area access (Height is approximately 29') l.
