Site work and paving for a bridge / tunnel in Colton, California. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

The City of Colton Public Works Department is soliciting proposals from consulting engineers to prepare preliminary design, environmental studies, utility/right of way support and permitting needs, final PS&E, and bid/construction support for the Agua Mansa Road Bridge over Rialto Channel Bridge Widening Project. The Project is located along Agua Mansa Road in the City of Colton, 1.3 miles west of Rancho Avenue, 0.30 miles north of Santa Ana River. The project scope of works include but not limited to widening and/or replacement of the existing bridge/culvert over Rialto channel to accommodate four-lane road, and Class II bikelanes and sidewalks on both sides of the road. This is a public works project and required to comply with SB 96, which permits the California Department of Industrial Relations to impose fines and penalties on local government agencies for failing to comply with this regulation. The Project is located along Agua Mansa Road in the City of Colton 1.3 miles west of Rancho Avenue, 0.30 miles north of Santa Ana River. The project scope of works include but not limited widening and/or replacement of the existing bridge/culvert over Rialto channel to accommodate four-lane road, and Class II bikelanes and sidewalks on both sides of the road. The project is located close to the habitat of federally listed endangered species Santa Ana sucker fish and Delhi Fly habitat (see attached map). The consultant shall provide bridge design option that will have minimum or no impact to the fish habitat and the Delhi Fly habitat. One option that consultant shall consider is to install a prefabricated bridge or other similar technology. The consultant's work will also involve coordination for permitting with federal and state agencies that has jurisdiction with these species, and San Bernardino County Flood Control District (SBCFCD) (permitting and right of way need). Rialto Channel is owned and maintained by SBCFCD. The scope of services for the consultant will consist of preliminary design (35% and 65%) and estimate, necessary environmental studies, right of way needs and permits, and project's final PS&E. The Consultant must be knowledgeable and experienced in the substantive and procedural requirements for applicable environmental, and project permitting and construction. The proposal should contain a detailed scope of work that demonstrates the requisite knowledge and experience and addresses anticipated requirements. The proposal should include all required tasks as either proposed or optional services. The proposal should describe the methodology to be used, specific work to be performed, outcomes and work products. The scope of services includes the following: 1. Project Management includes budgeting, cost accounting, scheduling, progress reporting, formation of the Project Development Team (PDT), and overall contract administration with the City. Within one month from the Notice to Proceed (NTP), the Consultant shall provide a detailed project schedule indicating milestones, major activities and deliverables, to the City for review and approval. Progress reports shall be prepared monthly to accompany each invoice. The progress reports shall indicate the actual physical progress of each task and milestone to date. Invoices shall include direct labor costs, other direct costs and sub-consultants cost. 2. Perform a topographic and property boundary survey as needed, including aerial mapping. 3. The Consultant shall prepare right-of-way requirement maps and identify parcels necessary for the project. Preliminary right-of-way requirements maps shall be submitted to the City for review and approval prior to preparing final maps. Right of way maps shall include parcels for permanent easements, temporary construction easements, slope easements, and staging areas. 4. Environmental investigations shall be performed to State standards. A number of investigations and studies will be required to assist in the preparation of the final environmental documents. This project is locally funded and may not require NEPA compliance through Caltrans District 8 Office of Local Assistance. The City will be the lead agency for CEQA compliance.
