Site work and new construction of a fire / police facility in Glendale, Arizona. Completed plans call for the construction of a 33,000-square-foot fire / police facility.

The City of Glendale is seeking a qualified construction manager/general contractor to provide construction services as the Construction Manager at Risk (CMAR) for the construction of a new Police Evidence Storage Facility. The new evidence storage facility will not only improve and streamline operations for the Glendale Police Department, but it will play a critical role in the preservation of evidence received in the chain of custody. Currently, property and evidence are stored in multiple locations. It is the desire of the department to centralize the storage operation to a common location to improve tracking, retention, and the reunification of items. Construction is estimated to be approximately $8.2M and it is the City's desire to have the project completed before the summer of 2023. The proposed new facility will be built on city-owned property at 6420 W. Myrtle Avenue. The site is approximately five (5) acres and will accommodate the police evidence storage facility, associated parking, and the space for a future crime laboratory. The police evidence storage facility is currently programmed to be no larger than 33,000 sf, however, the programming verification phase will determine the appropriate size. In addition, the site will accommodate a future crime lab (approximately 20,000 sf) adjacent to the evidence storage facility. It is not anticipated at this time that the crime lab will be included under this contract. The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services. The City will enter into a professional services agreement with an architectural firm for the design of the new Police Evidence Storage Facility. The CMAR will work closely with and be an integral part of the project team during all phases of the project. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will also be responsible for construction means and methods. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Attendance is limited to a maximum of 2 attendees per firm. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is recommended that interested firms have a representative attend the pre-submittal conference.
