The County of Santa Barbara Fire Department requires removal and disposal of three foam tanks with concentrate as specified below. Fire stations 23, 32 and 38 each currently house a foam tank of AFFF Class B Foam Concentrate. Each foam tank is approximately 3000 gallons in size with foam concentrate. The two tanks located at Station 23 and 32 contain approximately 2500 gallons, while Station 38 tank currently houses 3000 gallons. The tanks are made of plastic and are 8ft high by 6ft wide, sitting on concrete slabs on the property of each facility. All individually containing a discharge valve mechanism at the bottom of each tank. Job would entail removal of tanks and foam concentrate leaving just the concrete slabs. Pending approval of removal, foam and tanks would be disposed of following all appropriate State and Federal laws for Hazardous Waste disposal. Please submit a proposal for each site separately. Due to funding circumstances, each site may be removed over a two-year period of time. The proposal shall include the proposed approach to completing the work above including a Scope of Work broken down by task with the total job cost. The work to be performed shall include all labor, materials, equipment necessary to complete the job. The County will accept written questions for clarification on RFP within the Public Purchase website. Questions must be submitted by no later than 11/16/2021 at 2:00PM (PST). The County will publish answers to the questions in an addendum to the RFP on 11/23/2021. It is the responsibility of each proposer to inquire as to the existence and content of addenda and to acknowledge each as part of their RFP submission. In the event that it becomes necessary to revise any part of this RFP, written addenda will be issued. For contracts of more than $25,000.00, the Contractor will furnish a payment bond of 100% of the Contract price as a condition to execution of the contract, and prior to any performance hereunder. For contracts of $10,000.00 or more, the County may require the Contractor to furnish the following bonds as a condition to execution of the contract and prior to any performance hereunder: a) Payment Bond of 100% of the Contract price; and b) Faithful Performance Bond for 100% of the Contract price.
