Bids are being asked for provision of all necessary labor, equipment and materials required to drill, construct and test one 600-foot-deep water-supply well using air-rotary drilling methods as described in the project specifications. An existing resource protection well located at the site will be decommissioned prior to drilling the new well. The project is located in the City of Bainbridge Island, WA. The new well will be drilled within KPUD's easement on parcel 322502-1-004-2001, upon which two aboveground reservoirs are located on Bainbridge Island in the SE 1/4 of the SE 1/4 of Section 32, Township 25 North, Range 02 East at approximately Latitude 4736'35.65" N and Longitude 12233'56.74" W. Drilling, construction and testing of the well shall be performed by a well driller licensed in Washington State. Bids shall be made out on the Proposal form furnished with the specifications. Each proposal or bid shall be completely sealed in a separate envelope, addressed to KPUD, with the name and address of the bidder and the name of the project plainly indicated on the outside of the envelope. Electronic bids will not be accepted. Each bid shall be accompanied by a certified check, cashier's check, or bid bond, made payable to the order of KPUD by the successful bidder, in case he fails to enter into contract, file an acceptable surety bond in the sum of 100% of the contract price, or fulfill conditions of said contract within ten business days of the date of the award. The contract will be awarded to the qualified bidder submitting the lowest responsible bid. KPUD reserves the right to reject any or all bids and to waive all informalities in the bidding. Rejection of Bids: The PUD shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular. All work performed on the project will be subject to Davis-Bacon/Prevailing Wage requirements. All work performed on this project will be subject to the higher of the prevailing state or federal wage rates. Whistleblower protection must be afforded to employees of the contractor throughout the contract. This project is funded through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the Environmental Protection Agency. General contractors and all subcontractors must meet DWSRF requirements and provisions, including the Buy American Iron and Steel language in HR3547, Consolidated Appropriations Act 2014. All bidders must be licensed contractors and bonded in the State of Washington. The Contractor shall start work as soon as possible upon receipt of the Notice to Proceed. All work shall be completed within 90 calendar days. The successful bidder shall provide executed payment and performance bond(s) for the full contract amount.
