Renovation of a medical facility in South Mountain, Pennsylvania. Completed plans call for the renovation of a medical facility.

The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. .1 General $900,000 - $1,000,000 CONTRACT NO. DGS C-0557-0022 PHASE 1.1 - GENERAL CONSTRUCTION *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. HVAC Upgrades, Main Building Samuel G. Dixon (Building No.1) and The Secure Treatment Unit (STU) at South Mountain Restoration Center (Building No.7) A. The Work of this Project consists of, but is not necessarily limited to, the following. Detailed requirements of the Work are described in the pertinent specification Sections and/or shown on the Drawings. B. General Construction (.1) Contract: Building 1: 1. Providing suitable floor protection at the start of construction activities in each area of work and removing the floor protection prior to final cleaning of each area. 2. Removal, replacement and/or reconfiguration of ACT- acoustical tile ceilings as required to accommodate the removal of the existing HVAC components (in select area) as well as the installation of new HVAC components through-out floors 3, 5, and 6, as selected by contract. Existing curtain tracks shall be secured and protected in place for the duration of construction. [Note all associated privacy curtains and equipment/lift frames will be removed, stored and replaced by the Client Agency as required to accommodate the construction] 3. Construction of new (small) equipment rooms within the existing Lounges in the center of the building to accommodate the ERV equipment serving these areas of floors 3, 5, and 6, as selected by contract. 4. Removal of existing lockers and demolition of their bases and adjacent walls in the wing areas (existing locker rooms and/or mechanical rooms) to accommodate the ERV equipment serving these areas of floors 3, 5, and 6, as selected by contract. 5. Installation of new metal frames, wood doors and associated door hardware as required for all equipment rooms to accommodate the installation and servicing of all ERV equipment 6. Patching and painting of all new walls and all existing wall finishes disturbed by the construction. 7. Cutting of existing terrazzo (floor) base as required to accommodate the installation of new walls as required by the construction of new walls, installation of new doors. 8. New vinyl cove base at the base of the new walls, as well as new chair rail to match the existing of the new (small) equipment rooms within the existing Lounges in the center of the building to accommodate the ERV equipment serving these areas of floors 3, 5, and 6, as selected by contract. 9. Final cleaning of floors and finish surfaces in each area of work. Each area shall be restored to the same condition as when it was turned over by the Client Agency at the start of work. 10. New protective walk-mats compatible with the existing membrane roof in areas adjacent to the new roof mounted HVAC chillers/compressor. C. HVAC Construction (.2) Contract: (LEAD CONTRACTOR) Building 1: 1. Provide associated supply, return, exhaust, and intake ductwork, louvers, diffusers/grilles and controls associated with the ERV units. The ERV supply ductwork shall be connected to the indoor variable refrigerant flow(VRF) air handling units. 2. Provide multiple indoor VRF ducted units, cassettes, and highwall units. 3. Provide associated ductwork, diffusers, grilles, condensate pumps and controls with each VRF unit. The VRF unit sizes will vary from 1/2 ton to 4 tons. 4. Provide condensate piping from VRF unit discharge to approved termination. 5. Provide associated refrigerant piping connecting indoor VRF units with branch controllers and associated roof mounted condensing units. 6. Provide roof mounted condensing units at locations indicated. 7. Provide site fence around the designated office trailer, storage trailer and laydown area. 8. Provide snow removal and anti-skid material as required in Section 015000. 9. Provide equipment and broadband service for the DGS Project Coordinator office. Building 7: 1. Remove and replace Ten (10) existing dx, gas fired rooftop units in kind. 2. Extend existing rooftop unit curbs to 33" above finished roof. 3. Remove and replace Thirteen (13) existing exhaust fans. 4. Existing ductwork, curbs, and appurtenances shall remain to the extent possible. Modify existing as necessary for new unit installation. 5. Modify existing refrigerant piping and condensate piping as necessary for new unit installation. 6. Provide new controls for installed equipment and tie into existing system as applicable. 7. Provide site fence around the designated office trailer, storage trailer and laydown area. 8.
