Bids shall be submitted in duplicate and bidder must file a non-collusion affidavit (State Form 4391) and Non-Discriminatory and Employment Eligibility Verification form which can be obtained at the Steuben County Auditor's office. Each bid (unless otherwise noted in the particular item's instructions) shall be accompanied by a certified check or surety bond in an amount equal to 10% of the total bid, payable to the Steuben County Treasurer. No bidder may withdraw his bid within a period of thirty (30) days following the date set for receiving bids. The Steuben County Board of Commissioners reserves the right to reject any and all bids or to accept such bids as seen in their judgment to be for the best interest of Steuben County. Contracts may be awarded on the day bids are received or they may be awarded at a later date.
