Renovation of a residential development in Dubuque, Iowa. Completed plans call for the renovation of a residential development.

The City of Dubuque (City) is requesting Competitive Sealed Proposals from qualified firms interested in taking ownership and rehabilitating a recent City acquired vacant building located at 1450 Iowa Street in Dubuque, Iowa("Property).This property is a single-family residential dwelling which has been vacant since 2015. The Property is zoned Office Residential (OR) and is in the Jackson Park Historic District. Any proposed rehabilitation and/or redevelopment must be consistent with zoning and local historic district requirements. The City requires the structure be fully renovated by the awarded firm including all systems and exterior/interior finishes. Submitted proposal shall reflect this expectation in detail as outlined below in the proposal requirements. It is the City's intent to select a firm for the site that will, in the City's sole determination, provide the best rehabilitation proposal at the least cost Any questions regarding this RFP should be sent in writing to Michael Belmont, by email at mbelmont@cityofdubuque.org or phone at (563) 690-6087. The deadline for the submission of all questions and inquiries concerning this RFP is Monday, December 13th, 2021 at 4:00 PM. The City shall have sole discretion in evaluating the qualifications of responders and the suitability of their proposals to meet the City's needs. The City reserves the right to select the Proposal that is deemed to be in the best interest of the City. The City also reserves the right to reject any and all Proposals. All expenses related to bid submittal will be the sole responsibility of the responder and the City of Dubuque accepts no responsibility for the reimbursement of any expenses incurred by a responder under this document. The criteria for selection will be based on a scoring system as described in the RFP Competitive Criteria for Evaluation of Proposals page provided within this document.
