This project involves the construction of a soldier pile retaining wall, midwest guardrail systems, reconstructed roadway, drainage improvements, erosion control and revegetation. The Department of Public Works hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Bidders are advised that, as required by federal law, the County of Santa Cruz is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). The DBE Contract Goal is 3 percent. In addition, bidders shall provide documentation showing that adequate good faith efforts were made to meet the goal as required in the Special Provisions. The County of Santa Cruz Department of Public Works (County), in conjunction with the California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA), intends to repair storm damage to Valencia Road at Post Mile 0.34. In January 2017, a slide on the north side of the road covered a drainage inlet which caused the storm water to cross the roadway and wash out a 60-ft by 12-ft wide section of roadway and embankment. Emergency Opening (EO) repairs consisted of tarping the washout, and placing barricades and warning signs at the damaged site. The site is eligible for FHWA Emergency Repair funds. Proposed permanent repairs include installation of a retaining wall or flexible wall downslope of the road, drainage improvements, roadway reconstruction, erosion control, and revegetation. Three trees along the roadside may need to be removed to accommodate the repair work. All repair work will be performed from the existing roadway within the County right-of-way. Construction for the Project is planned for construction in spring/summer 2019 and is estimated to take one season to complete.
