The City, through Glendale Water and Power is soliciting proposals for the Pipeline Management Program, FY 2021-22 - Phase I Project, in accordance with RFP No. 3894 from interested Design-Build Entities (DBEs) through a combination of Request for Qualifications (RFQ) process and Statement of Qualifications (SOQ) evaluations, and Project Bidding (Proposals). A Design-Build contract will be awarded to the most qualified DBE. The work generally includes the design and construction of approximately 11,750. linear feet of 8-inch diameter Class 350 ductile-iron water pipeline and installation of associated isolation valves, blow-off assemblies, air release valve assemblies, fire hydrant assemblies, service lines to customers, and all required fittings and appurtenances at various locations throughout the City of Glendale A mandatory pre-proposal meeting will be held at the date and time specified above in the section titled "Mandatory Pre-Proposal Meeting" in this Notice Inviting Proposals. Due to the current COVID-19 pandemic situation and the requirement to minimize person-to-person physical interaction, the mandatory pre-proposal meeting will be held via Microsoft Teams. The "Interested" Proposers will be determined or established based on the log of people who have requested a download link for the Proposal documents at the email address colemanjohnson@glendaleca.gov mentioned earlier. 45% Price and fees (hourly personnel rates and billing unit charges). While price and fees are important, they will not be used as the sole determinant in the selection process. 15% Description of project approach and schedule. Demonstrated understanding of the project's nature and GWP's needs. Provide detailed plans on how to deliver the project timely and efficiently. 30% Demonstrated DBE experience on similar (Scope & Dollar amount) water projects that include installation of water pipelines. Proposer must submit information and references for only three (3) of its most recently completed projects for which Proposer was part of a design-build team. For at least one of these projects the design-build team, comprised of contractor and engineering design consultant, must be the same companies as is being proposed for this RFP design-build project. Additionally, at least one project must have been with a Municipal water provider. 10% Completeness and quality of the response. The City reserves the right to request additional information from any proposing DBE and to consider information about a proposing DBE other than that submitted in the Proposal. The City reserves the right to waive any informalities, irregularities or technical defects in such Proposal as the best interests of the City may require. The City also reserves the right to reject any and all Proposals, to award all or any individual part/item of the Proposal and shall not be liable for any expenses or costs incurred by the proposing firms in preparing and submitting their Proposals. No late Proposals will be accepted, nor will any oral, facsimile or electronic Proposals be accepted by the City. Liquidated damages are to be $1,800.00 per Calendar Day.
