The City of Geneva desires to replace the existing bridge railings on the State Street (Route 38) bridge crossing the Fox River. See related documents for full details. The City of Geneva desires to replace the existing bridge railings on the IL 38 bridge crossing the Fox River. The existing railings are a Wagner cast iron type installed via IDOT permit 1-02-0538 in 2002-2003. The City is actively seeking a qualified IDOT approved structural engineer for the following tasks: 1. Evaluate the numerous current bridge railing products that meet all applicable IDOT standards and are readily available for this bridge application 2. Recommend several replacement bridge railing products to the City based on cost, durability, maintenance, and aesthetics acceptable to the City. As an example, the City staff is favoring the "Wagner" Lumenrail product with built-in LED low level lighting, but the City would be open to alternative bridge railing products 3. Obtain the requisite IDOT approval and permit(s) to allow for the bridge railing replacement 4. Develop all of the necessary proposal documents and project specifications to bid/construct this railing replacement work 5. Oversee the bridge railing replacement construction work on a part time basis, document project quantities, complete the project pay estimate(s), and if necessary, complete any IDOT project closeout documentation. The City is seeking a fall 2022 letting for the reconstruction of East State Street (IL 38) east of this bridge and extending to just west of Kirk Road. This will be a multi-year construction project with traffic control extending west of this same bridge. The City may want to utilize the traffic control for the reconstruction project along with the bridge railing replacement project for economy and safety purposes. Permitting and coordination with the IDOT for this impending project is a requisite of the City's bridge railing replacement project. The City will not be using any MFT or Federal funds for this bridge railing replacement project. Any clarifying questions in advance of the December 17th submittal date will be directed to Brian Schiber bschiber@geneva.il.us and response(s) will be cc'd to all known interested consultants. The City will require a complete bridge railing replacement proposal (RFP). Said RFP will include recent consultant examples of similar bridge railing replacement projects, the consultant's list of previous work experience in Geneva (if any), the proposed man-hours for each task listed above, the proposed man-hours for any missing recommended tasks, the lump sum cost for each task, recommendations for any alternative task(s), and an estimated schedule for each task The Consultant shall submit 5 sets of proposals (RFP) hard copies and a digital version. The City staff will review the consultant proposals (RFPs) after December 17 th based on their examples of similar bridge railing replacements, the consultant's list of previous work experience in Geneva, any task recommendations, estimated schedule, and the lump sum fee for each task. The City reserves the right to reject any and all RFPs. The City anticipates receiving the Consultant proposals (RFPs) until 3:30PM on December 17th, selecting/awarding to a consultant at the Council meetings of February 7th and February 21st, consultant NTP on February 22nd, final completion asap.
