Site work and paving for a civil project in Alabama, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Estimated Project Value Base Bid A – Crosby Road Reconstruction = $850,000 Base Bid B – Onsite Water Main = $375,000 Base Bid C – Sanitary Sewer = $85,000 Base bid D – Laydown Yard = $650,000 Total = $1,960,000 Base Bid A consists of reconstruction of approximately 1,800 LF of Crosby Road in the Town of Alabama, New York. Base Bid B consists of the installation of approximately 5,500 LF of new water main along STAMP Drive from NYS Route 77 to Crosby Road and along a portion of Crosby Road located in the Town of Alabama, New York. Base Bid C consists of the installation of approximately 150 LF of sanitary sewer, manholes, premanufactured pump station and a sanitary sewer holding tank and appurtenances. Base Bid D consists of the construction of a temporary access road and a temporary 5.0-acre gravel laydown yard. Bids will be received for a single prime Contract. Bids shall be on a payment item basis, as indicated in the Bid Form. The Issuing Office for the Bidding Documents is CPL, 186 North Water Street, Rochester, New York 14604; Attn: Heather Cornwell HCornwell@CPLteam.com. Due to Covid-19 bidding documents will not be available for general viewing at the issuing office or the GCEDC Office. Contact Heather Cornwell to schedule a time to pick up the Bidding documents. Requests for mailing of Bidding Documents will not be accommodated at this time. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Only Bidders receiving bid documents from the Issuing Office (electronic or printed) will be allowed to submit a bid to be considered for award. A pre-bid conference will not be held. Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 5:00 p.m. (Local Time) on December 10. 2021, at the office of the Engineer to the attention of Zach Anderson via email: ZAnderson@CPLteam.com or facsimile: 585-232-5836. If necessary, an Addendum will be issued by 12:00 p.m. (Local Time) on December 13, 2021, from the office of the Engineer. Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. This project is partially funded by Empire State Development. Prospective bidders should review the Empire State Development requirements included in the contract documents. Minority and Women's Business Enterprises are encouraged to apply. Contract Award will also emphasize MWBE participation in accordance with New York State Executive Law Article 15-A and 5 NYCRR Parts 142-144 ("MWBE Regulations"). Bidders on this work will be required to comply with the President's Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents. Sales and Use of Tax Exemptions: The GCEDC is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the GCEDC pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the GCEDC pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of forty-five (45) days after the bid opening date. The GCEDC reserves the right to reject any and all bids and to waive any informalities therein.
