The project includes the rehabilitation of approximately 5,980 LF of 8-inch existing gravity sewer line, 2,260 LF of 12-inch existing gravity sewer, and 32 manholes along Lincoln Drive, W. 7th Street, W. 6th Street, N. Church Street, N. Gardner Avenue, Tilghman Street, N. College Avenue, and E. 3rd Street. The rehabilitation will include the replacement and reconnection of 126 sewer connections and approximately 4,410 LF of 4-inch sewer laterals. Priority areas are along Tilghman, N Gardner, W Sixth, W Seventh, and Lincoln streets. If time and budget allow, the project may include additional areas of W Sixth, Tilghman, N Church, N Alford, E Third, and N College streets. Bidders are responsible for ensuring receipt of their bid by the stated date and time. The bid deposit shall be retained by the Owner if the successful bidder fails to execute contracts or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract. No bid shall be withdrawn for a period of 90 consecutive calendar days after bid opening except as provided in Information for Bidders. Bidders must show evidence that they are licensed to perform the work in the Bid Documents as required by the North Carolina General Statutes Chapter 87. The Owner reserves the right to reject any/all bids, to waive formalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance, and time. This project is a portion of the FY19 Community Development Block Grant (CDBG) Infrastructure Program Number 19-I-3109 that is financed with $1,998,672 of CDBG funds (100% of total program cost).
