The MDOT SHA hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information or disability in consideration for an award. Minority business enterprises are encouraged to respond to this solicitation. It is the goal of MDOT SHA that Minority Business Enterprises participate in all State contracts, as applicable. Each contract will contain a specific participation goal. County: Carroll and Frederick Classification: B ( $100,001 to $500,000) Funding: State 100% F.A.P. Number: N/A This project is for the maintenance and preservation of environmental assets in Carroll and Frederick Counties (District 7). Environmental assets include landscape planting beds and tree pits, turf areas, tree planting sites, wetlands, and stream sites. This work involves the completion of various management activities on a regular schedule in accordance with the contract documents. Management of Landscape Areas activities include pruning and foliage removal of perennials, ornamental grasses, bulbs, and flower stalks; weed control within landscape planting beds and tree pits; and litter and debris removal within the limits of the managed areas. Management of Turf Areas activities include mowing; trimming; litter and debris removal; and related work within the limits of the managed areas. Crew for Environmental Asset Management will be performed as directed within the Administration's Right-of-Way and select MDOT SHA Facilities, within Easements held by MDOT SHA, and within areas under agreement with MDOT SHA. Management of Landscape Areas and Management of Turf Areas will be performed within the Administration's Right-of-Way. Minimum wage rates, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon latest the blank electronic proposal form (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless an electronic bid bond verification, Certified Check, a Cashier's Check or a Treasurer's Check drawn upon a bank, or a Bid Bond payable to the State of Maryland, or Cash, or Trust Account, or pledge of United States backed Securities or State of Maryland Bonds is furnished prior to 12 noon on the date of Bid Opening, unless otherwise stated in the IFB. Special procedures for submitting cash are outlined in COMAR 21.06.07. The MDOT SHA reserves the right to reject any and all bids. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
