Site work, paving and outdoor lighting for a civil project in Buckeye, Arizona. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; and for paving for a road / highway.

Project Scope of Work includes removing and replacing the existing traffic signal equipment and street lighting with upgraded equipment per project plans. The roadway improvements consist of grading, concrete work, roadway paving, signing, pavement marking and street lighting more particularly defined in Section 500, Construction Plans and Specifications attached hereto. Last Day for Questions: December 2, 2021 @ 5:00pm Location of the Project: City of Buckeye, Intersection of Miller Road and Lower Buckeye Road. All contractors engaged in construction shall be licensed in the State of Arizona. The Bidder is required to email and then submit through mail a certified or cashier's check, upon a solvent bank, or a surety bond in an amount equal to ten percent (10%) of the Base Bid made payable to the City. The bid security shall be given as a guarantee that the Bidder will enter into the Contract if awarded to him; and shall be declared forfeited as liquidated damages if he refuses to enter into said contract upon request to do so by the Developer. The Bid security other than bid bonds will be returned to the unsuccessful bidders and to the successful bidder upon his execution of a satisfactory payment and performance bond, and contract. Failure by the Bidder to submit bid security will result in rejection of the Bid as non-responsive. If a surety bond is used as bid security it shall be executed on the form provided in Attachment 1 of the bid package. The surety bond provided as bid security shall be executed solely by a surety company or companies holding a certificate of authority to transact surety business in this state issued by the Director of the Department of Insurance pursuant to Title 20, Chapter 2, Article 1. The surety bond shall not be executed by an individual surety or sureties. All bids must also include a list of sub-contractors being proposed for this project. A Subcontractor List is attached hereto as Attachment 2. The Contractor to whom the Contract is awarded shall, after being awarded the Contract, furnish to the Developer with a fully executed Contract a satisfactory performance and payment bond in an amount equal to one hundred percent (100%) of the full amount of the Bid, such bond not to be expressly limited as to time in which action may be instituted against the surety company for possible nonperformance of the Contractor. Work shall commence immediately after the issuance of the Notice to Proceed and shall be completed on or before April 1, 2022. Subject to the provisions of the City's Procurement Code, the Developer reserves the right to reject any or all Bids, to waive or decline to waive irregularities in any bid, or to withhold the award if the City determines it to be in the best interests of the Developer. Mistakes discovered before bid opening may be modified or withdrawn by written notice received by the City prior to the time set for bid opening. After bid opening corrections in bids shall be permitted only to the extent that the bidder can show by clear and convincing evidence that a mistake of a nonjudgmental character was made, the nature of the mistake, and the bid price actually intended. After bid opening, no changes in bid prices or other provisions of bids prejudicial to the interest of the Developer or fair competition shall be permitted. In lieu of bid correction, a low bidder alleging a material mistake of fact may be permitted to withdraw its bid if: (a) the mistake is clearly evident on the face of the bid document, but the intended correct bid is not similarly evident; or (b) the bidder submits evidence that clearly and convincingly demonstrates that a mistake was made. All decisions to permit the correction or withdrawal of bids, or to cancel awards or contracts based on bid mistakes, shall be supported by a written determination by the Developer.
