Site work and paving for a transportation facility in Jacksonville, Florida. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

**As of January 21, 2022 the project has not been awarded yet.** The Jacksonville Aviation Authority (JAA) has instituted an electronic submission process for the above-referenced solicitation. JAA proposes to design and construct the rehabilitation of Runway 18R-36L at Cecil Airport. Runway 18R36L is 8,000 feet long by 200 feet wide. The two runway ends (the northern 500 feet and southern 800 feet, excluding blast pads) are constructed of Portland cement concrete. The intermediate 6,700 feet is an asphaltic concrete pavement. It is not known when this runway was last rehabilitated. This phase includes all basic services rendered after award of a construction contract including, but not limited to, the following activities: The pavement is generally in poor condition, exhibiting a variety of pavement distresses. In addition, the Pavement Classification Number (PCN) for this facility was determined to be 21 by the Florida Department of Transportation's Pavement Classification Number evaluation program. This PCN value is based on an asphalt section of pavement at the north end of the runway. The PCNs for the various pavement features along the length of the runway vary from 18 (in non-critical sections of the runway) to 43. Cecil Airport routinely accommodates aircraft with much higher Aircraft Classification Numbers (ACNs) than 21. Therefore, the rehabilitation will also include raising the overall runway PCN to something more appropriate for Cecil Airport (value to be determined). To provide Engineering Design and Construction Phase Services for the Runway 18R-36L Rehabilitation at Cecil Airport. These services shall be rendered in full compliance with the administrative and technical requirements of the Federal Aviation Administration, the Consultant s Competitive Negotiation Act (CCNA) and the Florida Department of Transportation. This RFQ is a preparation document and shall not be considered or construed as a solicitation nor an obligation on the part of JAA to enter into an independent contract. The Authority will utilize the results of this RFQ in identifying Engineering Design and Construction Phase Services for the Runway 18R-36L Rehabilitation at Cecil Airport and, if applicable, make a selection. JAA has established a Disadvantaged Business Enterprise or DBE program goal of 15%, which shall be considered as one of several specified selection criteria. This solicitation will be awarded fairly, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4). Title 49 CFR (Part 26 or 23) and/or similar regulations.
