Renovation of a mixed-use development in Franklinville, New Jersey. Completed plans call for the renovation of a clubhouse / community center.

The existing Franklin Community center was built in 2002 and is looking to renovate the main lobby and the publicly accessible portion of the library. The community center wing as well as back of house admin. /support areas are to remain as is. The bidder is encouraged to visit the site to thoroughly familiarize themselves with the existing conditions. Should any discrepancies be discovered between bid documents and actual field conditions, please notify the Pettit Group to resolve by 12/3/21 @ 10am. The Pettit Group will respond to all questions & requests for clarification by 12/10/21 @ 1pm. It is the intent of the project to start demo/construction on January 6, 2022 and complete construction by March 18th, 2022. This is an 10-week construction schedule (including holidays) including site works & any demolition and/or site clearing. The library and community center will need to remain open and operational during construction, therefore will require multiple phases of construction. The General Contractor should provide detailed phasing plan showing construction phasing, temporary facilities and finishes for review and approval by the Pettit Group & the Franklin Library. Conceptually the phasing would be broken down into 3 portions (however can be modified accordingly): Vestibule / Lobby area, Main Library Area & Corridor, and finally the Children's room, Juvenile, Computer lab, & Teens areas Bid Security will be required in an amount of not less than ten percent (10%) of the total Bid amount but shall not exceed Twenty Thousand Dollars ($20,000.00). The successful bidder must furnish a Performance Bond and Payment Bond, each in an amount equal to 100% of the Contract price. The Bonds or other acceptable surety must be in a form acceptable to The Franklin Public Library and be issued by a surety company on institution authorized to do business in the State of New Jersey. Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents. Bidders are required is to submit a certificate from the New Jersey Department of Labor establishing that the bidder is registered pursuant to the Public Works Contractor Registration Act (P.L. 1999, c.238)Bidder are also required to submit current proof of Business Registration and current proof of Business Registration for all named Subcontractors in accordance with P.L. 2007 c.57. Bidders are required to comply with applicable statutory requirements set forth in the Contract Documents including the New Jersey Public Contracts Law, NJSA 40A:11-1, the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action) and of P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). The Bidder is further notified that he must comply with P.L. 1977,c.33, and submit a Disclosure Statement listing stockholders with his bid. The Franklin Township Public Library reserves the right to consider the bids for sixty (60) days after their receipt and further reserves the right to reject any or all Bids, in whole or in part, as permitted by law. The Franklin Township Public Library also reserves the right to waive any Bid defect where such defect is not detrimental to the best interest of The Franklin Township Public Library and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents. The Award of Contract shall be made the week of December 20th, 2021, subject to the necessary monies to perform the work being provided by The Franklin Township Public Library in a lawful manner. The Contract to be executed by the successful bidder will provide that it shall not become effective until the necessary monies to perform the work have been provided by The Franklin Township Public Library in a lawful manner. The Award shall further be subject to the securing of the necessary State, Federal, and Local Permits governing the work.
